About this opportunity
The Michigan Department of Technology, Management & Budget is soliciting bids for removal of the existing St. Helen Bridge over Marsh Creek and construction of a new concrete box culvert in Richfield Township, Roscommon County, with bids due September 9, 2026 at 2:00 p.m. Eastern time and a mandatory pre-bid walk-through on August 25, 2026 at 11:00 a.m. at 3352 N Saint Helen Road, St Helen, Michigan. Service-disabled veteran-owned businesses (SDVOB) receive a 10% pricing preference; eligible businesses must demonstrate 51% or greater ownership by one or more veterans with service-connected disability and submit proof via DD214, VA Rating Decision Letter, or NVBDC certification at bid submission. The State does not pre-certify SDVOBs and does not accept federal CVE or SBA VetCert certifications.
The scope includes removal of the existing bridge (consisting of a railcar frame with wood deck and temporary steel overlay), construction of a 44-foot by 8-foot segmental precast concrete box culvert designed to accommodate a 100-year water surface elevation with 280 cubic feet per second discharge capacity, gravel road approach work, Type 2M guardrail installation with 28.1-foot height transitions, riprap placement on geotextile liner, silt fence and turbidity curtain, and permanent seeding on embankment slopes. All work must comply with the 2020 Michigan Department of Transportation Standard Specifications for Construction and Michigan soil erosion and sedimentation control regulations (1994 PA 451, Part 91). Prevailing wage requirements and nondiscrimination provisions apply.
All bidders must submit proof of State Project Registration from the Department of Labor and Economic Opportunity and provide 5% bid security. Bids must be submitted electronically through SIGMA VSS with a maximum of two attachments under 25 MB each. Questions are due September 4, 2026 at 2:00 p.m. Eastern. Vendor and contractor representatives attending the pre-bid walk-through must submit a Vendor/Contractor LEIN Request five business days prior. Bids remain valid for 60 calendar days after opening. Project documents are available from OHM Advisors at 300 East Mitchell Street, Suite 2, Petoskey, Michigan 49770; phone 231-344-1150 or jim.rintala@ohm-advisors.com. Addendum 01 (issued August 18, 2026) clarified the pre-bid meeting location only.
