About this opportunity
The Michigan Department of Technology, Management and Budget (DTMB), State Facilities Administration, Design and Construction Division, is requesting proposals for professional engineering services to complete Phase 400 Preliminary Design and Phase 500 Final Design for the Bill Nicholls Trail BN39-1 Culvert Replacement project in Ontonagon County, with proposals due August 6, 2026 at 2:00 p.m. Eastern Time through SIGMA VSS.
The scope encompasses design services for a culvert replacement at a stream crossing on the Bill Nicholls Trail. The existing 1.5-foot-diameter metal culvert exhibits severe structural deterioration including rust-through sections exceeding 50 percent of the structure, 41–60 percent sediment plugging, and complete bottom deterioration. Design services include topographic survey, soil evaluation, hydraulic analysis, Soil Erosion and Sedimentation Control (SESC) measures, utility verification, and complete contract documents. The professional services contractor must provide construction cost estimates and design schedules at 50%, 90%, and 100% completion milestones and conduct virtual design review meetings at kickoff, 50%, and 90% phases. Specific allowances include EGLE permit application ($1,000), topographic survey ($3,000), and soil boring/sampling ($3,000 if required). The project targets a Spring 2027 construction bid, with design and permitting proceeding throughout 2026.
Compensation is structured as a not-to-exceed fee based on billable hourly rates compliant with State of Michigan Standard Travel Regulations, plus reimbursable expenses. Subconsultant fees and reimbursable expenses may include a markup not to exceed 5 percent. Proposals will be evaluated on an 80/20 weighted basis: 80 percent technical proposal and 20 percent cost proposal. Bidders must submit signed Certification of Michigan Based Business and Responsibility Certification forms. Written questions are due July 31, 2026 at 2:00 p.m. to Project Director Tom Pawlowski. Contract award recommendations are expected within 30 days of the proposal deadline. No mandatory pre-proposal site visit is required, though firms are expected to conduct site visits at their discretion.
