WALK-THROUGH INSPECTION DATE, TIME, AND LOCATION:
No pre-proposal meeting and walk-through inspection will be conducted, however it is expected that a site visit by each firm will be conducted as standard professional practice but for the sake of flexibility each firm is allowed to do that reconnaissance on a timeline of their choosing prior to the proposal due date. Contact the Project Director via email with any questions…replies that add info or clarification will be shared via addendum on SIGMA-VSS. Vehicle access on the BN Trail should be limited in distance and duration and be single purpose, and use appropriate caution on the trail with lower speeds due to limited sight distances and other precautions (lights, flashers, parking at powerline to keep trail clear, etc.).
MANDATORY (Check box if Mandatory)
NOTE: An individual is only permitted to represent one bidder at a mandatory walk-through.
PROJECT DESCRIPTION/SERVICES REQUESTED:
The Michigan Department of Natural Resources (MDNR) Parks & Recreation Division (PRD) is requesting professional engineering services for the design of a culvert replacement at the trail crossing of an intermittent stream. A trail slump exists at the outlet of the over-flowing stream (+/- 25’ below trail grade) due to the failed culvert. The location is identified as BN39-1. Details on the location, photographs and certain parameters for the site and structure are located on the Great Lakes Stream Crossing Inventory (https://great-lakes-stream-crossing-inventory-michigan.hub.arcgis.com/). Recent photos with location identifiers are included as attachments to this document.

Prior to starting design, the PSC will be required to document existing conditions via a topographic survey.
As necessary, the PSC should evaluate site soils to determine suitability for meeting design loading requirements and scour resistance. In addition, the PSC shall be sure to incorporate SESC measures into the design; the SESC checklist shall be prepared and submitted by the PSC for plan review. The PSC should include a hydraulic analysis of the watershed and stream cross sections if believed to be necessary.
Note too that the trail at this location is wholly surrounded by private timber company property, and the design should keep work within the DNR-owned corridor. The new culvert shall be designed to withstand current trail traffic loading standards (AASHTO?). The trail is a designated ORV trail and a designated snowmobile trail (with groomer use). The PSC shall verify whether any utilities are present.
The MDNR will look to the PSC to determine a construction budget for the project during design. Even with determination of a budget with appropriate funding, anticipate that with the current bid climate that alternates will be requested to be identified if available. The MDNR desires the design for the project to be completed with the goal of bidding for construction in Spring 2027 if possible. Provide a proposed design schedule with the PSC Proposal.
