About this opportunity
The Michigan Department of Technology, Management and Budget is soliciting bids for Winchester Dam rehabilitation in Mecosta County at 4754 Harding Road, Barryton, Michigan, under IFB 751/24256.DPL, with bids due August 19, 2026 at 2:00 p.m. ET. A 10% pricing preference for Service Disabled Veteran Owned Businesses under Michigan Public Act 91 of 2005 applies; eligible bidders must submit DD214 or equivalent military discharge documentation, proof of service-connected disability via DD214 or VA Rating Decision Letter, and proof of business ownership, or alternatively provide NVBDC certification. The State does not accept federal CVE database or SBA VetCert certifications.
The scope encompasses primary spillway concrete repairs, stoplog leak repair and locking mechanism replacement, auxiliary spillway rehabilitation, and embankment improvements including vegetation removal, cut-and-fill work, riprap installation, and erosion control measures. Work includes lining corrugated metal pipe inlet and outlet with high-density polyethylene pipe, installing trash racks and operator walkway, installing upstream riprap for erosion protection, installing an aggregate filter blanket on the downstream embankment, and constructing a riprap-lined stilling basin at the outlet. All work must comply with Michigan Department of Environment, Great Lakes and Energy regulations; contractors must coordinate utility locations through the 811 Miss-Dig One Call system and obtain contractor-obtained permits beyond owner-obtained EGLE permits. Maximum surcharge loads on the dam crest are limited to 200 pounds per square foot. Prevailing wage requirements apply for Mecosta County.
Bid security of 5% of the base bid is required, submitted as certified or cashier's check, money order, or bid bond. Bids must remain valid for 90 calendar days after opening. A mandatory pre-bid conference and site tour will be held August 6, 2026 at 11:00 a.m. ET at the Winchester Boat Launch parking lot, with site tour at 11:30 a.m. ET. Questions are due August 12, 2026 at 2:00 p.m. ET to Morgan Carden, GEI Consultants, (269) 569-1925, mcarden@geiconsultants.com. Bidders must submit proof of State Project Registration from the Department of Labor and Economic Opportunity and acknowledge receipt of all addenda (Addendum 1, 2, and 3) on the Bid Summary form. Bids must be submitted electronically through SIGMA VSS with a maximum of two attachments, each under 25 MB. Bidder interviews are scheduled for August 20, 2026.
