A Service Disabled Veteran Owned Business (SDVOB) preference of 10% pricing advantage applies to qualified businesses meeting the 51% ownership threshold by veterans with service-connected disabilities, as defined under 38 USC 101(16).
The scope includes primary spillway concrete repairs, replacement of sluice gates and stoplog locking mechanisms, lining existing corrugated metal pipe (CMP) inlet and outlet with high-density polyethylene (HDPE) pipe, installing trash racks and operator walkway, upstream riprap erosion protection, aggregate filter blanket on downstream embankment, riprap-lined stilling basin at outlet, and auxiliary spillway rehabilitation. The contractor must verify critical dimensions and elevations, submit shop drawings for engineer review, comply with Michigan Department of Environment, Great Lakes and Energy (EGLE) rules, maintain a maximum 200-pound-per-square-foot surcharge load on the dam crest, and coordinate subsurface utilities with Michigan One Call prior to work commencement. All grassed area restoration must be completed with seed and mulch.
Bid security of 5% of the base bid is required in the form of certified check, money order, or bid bond from a Treasury Circular 570–authorized surety. Bids must be submitted electronically through SIGMA VSS with maximum two attachments of 25 MB each and must include proof of State Project Registration from the Department of Labor and Economic Opportunity. Questions are due August 12, 2026 at 2:00 p.m. Eastern time directed to Morgan Carden at GEI Consultants. Attendance at the mandatory pre-bid conference requires submission of a Vendor/Contractor LEIN Request five business days prior. Addendum No. 1 (issued August 7) and Addendum No. 2 (issued August 5, adding Sheet S-400 for Stoplog Lock Details) must be acknowledged. Bids remain valid for 90 calendar days after opening. Contractor interviews are scheduled for August 20, 2026. Prevailing wage and Michigan soil erosion and sedimentation control requirements under 1994 PA 451, Part 91 apply. The contract is awarded to the lowest responsive, responsible bidder.
