About this opportunity
The Michigan Department of Technology, Management and Budget is requesting bids for Winchester Dam Rehabilitation in Mecosta County under IFB 751/24256.DPL, with sealed bids due August 19, 2026 at 2:00 p.m. ET via the SIGMA VSS electronic system and a mandatory pre-bid conference and optional site tour on August 6, 2026 at 11:00 a.m. ET. A 10% pricing preference applies to Service-Disabled Veteran-Owned Businesses (SDVOBs) that submit required documentation; Michigan does not pre-certify SDVOBs and does not accept federal CVE or SBA VetCert designations.
The scope covers comprehensive rehabilitation of Winchester Dam located at 4754 Harding Road, Barryton, Michigan, including primary spillway concrete repairs, stoplog and locking mechanism replacement, corrugated metal pipe inlet and outlet relining with HDPE pipe, new sluice gate and operating components, trash racks and operator walkway installation, upstream riprap for erosion protection, aggregate filter blanket on the downstream embankment, riprap-lined stilling basin at the outlet, and auxiliary spillway rehabilitation with embankment improvements. Contractors must verify all critical dimensions and elevations before commencing work, submit shop drawings for engineer review, comply with Michigan EGLE regulations, coordinate with 811 Miss-Dig One Call, and limit surcharge loads on the dam crest to 200 pounds per square foot without engineer approval. Staging, storage, and stockpile areas must remain within work limits and be restored to original condition upon completion.
Contractors must provide State Project Registration proof from the Department of Labor and Economic Opportunity with their bids and submit LEIN requests five business days prior to the walk-through if attending. Bid security of 5% is required, with bids remaining valid for acceptance for a minimum of 90 calendar days after bid opening. The awarded contractor must execute performance and payment bonds and provide evidence of insurance. Questions are due August 12, 2026 at 2:00 p.m. ET to Morgan Carden at mcarden@geiconsultants.com. Project oversight is provided by the Michigan Department of Natural Resources.
