About this opportunity
The Michigan Department of Technology, Management and Budget is soliciting bids for facility improvements at the DNR Rose Lake State Game Area near East Lansing, with bids due August 5, 2026 at 2:00 p.m. ET and a mandatory pre-bid walk-through on July 16, 2026 at 10:00 a.m. ET. A 10% pricing preference under Public Act 91 of 2005 applies to Service Disabled Veteran Owned Businesses (SDVOBs) that submit required documentation — the State does not recognize federal CVE or SBA VetCert certifications for this preference.
The scope encompasses renovation and additions to the existing administration/equipment building at 8903 Stoll Road, including demolition, construction of approximately 4,517 square feet of new building space with offices, meeting rooms, toilet facilities, storage, and equipment areas, plus a new cold storage lean-to structure. Work includes comprehensive plumbing (1,500-gallon septic tank and pressure distribution system), mechanical, electrical, concrete, masonry, metals, roofing, doors, windows, finishes, and site/utility work. The project must comply with ADA accessibility requirements and Michigan prevailing wage law. Construction is anticipated to commence in October 2026 with substantial completion targeted for July 2027.
Bid security of 5% of the Base Bid is required, submitted as certified check, cashier's check, money order, or bid bond. All bids must include sales and use taxes, tariffs, and permit costs and remain valid for 60 calendar days following bid opening. Apparent low bidder must submit PreAward Schedule, subcontractor list, and other required materials within two to five business days of request. All bids must include State Project Registration proof from the Department of Labor and Economic Opportunity and be submitted via SIGMA VSS with a maximum of two attachments under 25 MB each. Questions are due July 24, 2026 at 5:00 p.m. EST to Kendra Thompson (thompson.kendra@sbcglobal.net). Attendees at the mandatory pre-bid walk-through must submit a LEIN Request five business days prior to the meeting.
