The project scope includes installation of Variform Camden Pointe vinyl siding (0.044 mil thickness, sandy tan color) over existing wood siding on approximately 36 feet by 214 feet building with 10-foot sidewalls, installation of aluminum soffit and fascia for the entire structure including back porch and front entrance awnings, replacement of all windows with vinyl frame low-E insulated glass units (Simonton, Pella, or approved equivalent) maintaining existing operational styles, replacement of two 36-inch commercial grade steel entrance doors with half lite design and ADA thresholds, installation of matching brown metal roofing on entrance awnings, weatherproof garage trim solutions, and Owens-Corning Cultured Stone veneer around exterior water connections on north and south sides. The contractor must also provide Tyvek house wrap installation behind new siding per manufacturer instructions and PlyGem 1x4 Side J pocket casing with nail fin around all windows and doors in owner-selected stock colors. Required qualifications include compliance with prevailing wage requirements, Davis-Bacon Act provisions if applicable, all federal, state, and local laws, and Michigan Building Code standards. Contractors must obtain all necessary permits and inspections, submit materials for owner approval prior to ordering, perform daily cleanup with particular attention to nail and screw removal, maintain fire equipment access throughout construction, and dispose of waste offsite. A mandatory pre-bid conference and site tour is scheduled for 10:00 a.m. on Wednesday, June 5, 2019, at the project location. Electronic bids must be submitted through the SIGMA VSS portal by 2:00 p.m. local time on Wednesday, June 12, 2019, with questions accepted until noon on Friday, June 7, 2019 (later modified to Wednesday, June 12, 2019 at noon per addendum). The contract completion date is September 27, 2019, with a 60-calendar-day bid hold period after opening. While the documents do not specify explicit set-aside restrictions, qualified Disabled Veteran certifications and Michigan-based business certifications are requested, and all contractors and suppliers are encouraged to provide Michigan-made, recycled, or environmentally-friendly products where price, quality, and performance are comparable. No incumbent contractor information is identified in the available documentation. The contract allows no more than two payment requests for actual work completed, with a final payment of not less than six percent of the total contract amount.
