About this opportunity

The State of Michigan Department of Technology, Management & Budget (DTMB), on behalf of the Department of Natural Resources, is issuing Request for Proposals (RFP 751/18246.GAG) for professional architectural and engineering design and construction administration services for the Historic Pavilion Replacement project at Onaway State Park in Onaway, Michigan. The procurement encompasses Phase 400 (Preliminary Design), Phase 500 (Final Design and Bidding), and Phases 600-700 (Construction Administration), with deliverables including complete architectural and engineering services for designing a new pavilion to replace the historic structure destroyed by fire in February 2012. The proposed pavilion must accommodate 75-100 people with an open-air design, wind break protection, two ADA-compliant unisex bathrooms, electric service, concrete flooring, asphalt shingle roofing, fireplace, and associated site improvements including ADA-accessible parking, routes, and beach access. The selected consultant must provide topographic surveys, wetland delineation if necessary, soil borings, DEQ and USACE permit applications, LARA and DTMB plan reviews, rendered building elevations, and must maintain a complete project file in hard copy format with delivery to the Lansing Office upon final payment. Proposals will be evaluated on an 80/20 basis with technical proposals comprising eighty percent and cost proposals comprising twenty percent of the evaluation score. A mandatory pre-proposal walk-through inspection is scheduled for October 15, 2018, from 1:00 p.m. to 2:30 p.m. at Onaway State Park Headquarters Building; written questions must be submitted by October 18, 2018, at 5:00 p.m.; and proposals are due by October 25, 2018, at 2:00 p.m. through the State of Michigan Procurement System (SIGMA VSS) with four hard copies and two electronic PDF copies required. Award recommendation is expected within thirty days following the proposal due date, with a desired final design schedule of June 2019.

The professional services contract will be structured on a not-to-exceed fee basis using billable hourly rates, with reimbursable expenses including printing, reproduction, soil borings, site surveys, and laboratory testing reimbursed at actual cost; markups are allowed for sub-consultant fees and reimbursable expenses, and travel expenses beyond 100 miles one-way will be reimbursed at State of Michigan rates. The selected consultant must be licensed to practice in Michigan and must submit both a Certification of Michigan Based Business and a Responsibility Certification with the proposal, indicating a potential set-aside or preference for Michigan-based businesses. The scope of work document identifies minimum established reimbursable expense amounts including Topographic Survey ($2,500), Wetland Delineation ($2,500), DEQ Permit Application preparation and submission ($1,000), and Soil Borings ($3,000), though specific contract award values or overall budget ranges are not disclosed in the solicitation documents. All overhead items including fringe benefits, insurance, travel, computer time, and indirect costs must be incorporated into the billable hourly rates. No incumbent vendors or existing infrastructure requiring integration are identified in the procurement documents. The primary contact for the project is Keith Cheli at the Department of Natural Resources (989.370.1907), with DTMB Project Director Jerry Gregorski providing oversight (231.557.9043).
