About this opportunity

The State of Michigan Department of Technology, Management & Budget, acting on behalf of the Department of Natural Resources Parks and Recreation Division, is soliciting proposals for professional architectural and engineering services to replace underground fuel storage tanks at Presque Isle Harbor of Refuge (File Number 751/17301.BDW) located at 5462 E Grand Lake Road, Presque Isle, Michigan 49777. The project encompasses Phase 100 (Study), Phase 500 (Final Design), Phase 600 (Construction Administration – Office Services), and Phase 700 (Construction Administration – Field Services) for the replacement of a 10,000-gallon diesel tank and a 15,000-gallon unleaded gasoline tank, with consideration for switching tank capacities due to greater diesel fuel demand. Required deliverables include comprehensive professional design services, review of the existing delivery and dispensing system with upgrade recommendations, tank relocation recommendations, abandonment and removal plans for existing tanks, comparative financial and operational analysis of bermed versus above-ground bulk fuel tank options, all required permit applications and associated fees, pre-project testing and regulatory approvals from the Michigan Department of Licensing and Regulatory Affairs (LARA), preliminary construction cost estimates, and a minimum of two face-to-face meetings with documentation. The prime professional must hold a valid Michigan license to practice pursuant to the Occupational Code (PA 299 of 1980), and the firm assumes full responsibility for all professional services, including those of any subcontractors, with no compensation allowed for services necessary to resolve design errors or omissions. Proposals will be evaluated on an 80/20 basis, with the technical proposal weighted at 80 percent and the cost proposal weighted at 20 percent, and must be submitted electronically through the State of Michigan Procurement System (SIGMA VSS) with five hard copies and two electronic PDF copies by June 7, 2018 at 2:00 p.m. local time. A mandatory pre-proposal meeting is scheduled for May 25, 2018 at 10:00 a.m. at the MDNR Gaylord Customer Service Center, 1732 West M-32, Gaylord, Michigan 49735, with written questions due by May 30, 2018 at 5:00 p.m. EST, and contract award recommendations expected within thirty days following the proposal due date.

Prospective contractors must submit a signed Certification of a Michigan Based Business and a Responsibility Certification form prior to contract award, indicating a set-aside preference for Michigan-based businesses. The contract will be awarded on a not-to-exceed fee basis using billable hourly rates for professional services, with reimbursable expenses including actual costs for printing, reproduction, U.S. Mail postage, soil borings, site surveys, and laboratory testing reimbursed with allowable markups. Travel expenses will be reimbursed at State of Michigan rates for distances exceeding 100 miles one-way from the professional firm's office, while all other costs including fringe benefits, insurance, travel, overhead, and profit must be included in the professional's billing rates. The project is funded through Waterways Funds appropriated under Michigan Public Act 268 of 2016. No specific budget ceiling or award value range is published in the solicitation documents; however, the contract structure indicates compensation will be determined through the competitive proposal process based on the professional services required for design and construction administration phases extending through fall 2018 construction. The existing facility includes a 1,000-gallon unleaded fuel tank currently in service that will be retained and repurposed at another DNR waterways location, and the contractor will have access to original tank specifications, harbor design plans, fuel consumption records, and reference drawings from prior fuel system upgrades (1997), ice suppression installation (1997-1998), and Phase I (1990) and Phase II (2005) construction drawings.
