About this opportunity
Danville State Hospital, a Pennsylvania state agency in Sullivan County, is soliciting bids under Bid #6100066904 for meat and meat products for January through March 2027, with bids due November 20, 2026. Bidding is exclusively electronic through the PA Supplier Portal at www.pasupplierportal.state.pa.us, so bidders must hold a registered portal vendor number. Executive Order 2010-03 requires Commonwealth agencies to prioritize Pennsylvania-produced agricultural products when available at competitive prices, and agencies must solicit quotes from responsive Pennsylvania-produced vendors. Qualifying products include Pennsylvania Preferred-licensed processed or fresh products, fresh products certified as 100% harvested in the Commonwealth, and fresh products grown in the Commonwealth for at least 75% of the production cycle.
The scope covers 46 commodity items across fresh beef, fresh veal, fresh pork, cured and smoked pork, cured dried and smoked beef, edible by-products, and sausage products. Each item carries a list of pre-approved brands with vendor codes, and product must comply with USDA Institutional Meat Purchase Specifications or equivalent standards. All meat must be processed in USDA Food Safety and Inspection Service-inspected plants, with inspection legends and plant numbers on every shipping container. Items #3 and #4 require manufacturer documentation confirming the absence of Advanced Meat Recovery Systems or Fatty Reduced Beef. Chilled, smoked, cured, and vacuum-sealed products must arrive with at least 30 days of shelf life remaining from pack date. Frozen items must arrive within 90 days of pack, at 10°F or below, in a solidly frozen state. Master containers may not exceed 60 pounds. Vendors must have no unpaid laboratory fees to be eligible for award, and facilities may submit samples for laboratory analysis at vendor expense if ingredients fail specification.
Quantities are estimates subject to increase or decrease, and the purchasing facility sets quantities by need. Facilities may cancel orders on 15 days' notice. The solicitation includes no contract value, incumbent, or evaluation criteria. Questions go to Annette Hockenbroch, Purchasing Agent, at (570) 271-4518 or anhockenbr@pa.gov.
