About this opportunity
Jasper County Charter System in Georgia issued an Invitation for Bid on June 21, 2022 for milk and dairy products to support the school nutrition program during the 2022–2023 school year, with sealed bids due July 5, 2022 at 12:00 PM at 1411 College Street, Monticello, Georgia 31064. This contract has since reached closeout status.
The scope covers milk in multiple formats and fat contents (1% low-fat, whole, skim, lactose-free, and flavored varieties in half-pint cartons and plastic containers), dairy products including sour cream, cottage cheese, buttermilk, and non-fat yogurt in specified sizes, and flavored products containing no high-fructose corn syrup. All products must meet Grade A pasteurization and homogenization standards. Vendors must maintain HACCP plans with traceability systems, 24/7 recall accessibility, and annual mock-recall capability. Products must be delivered free on board to designated school locations in refrigerated trucks with delivery costs and freight included in the bid price; separate fuel charges are prohibited.
The contract term runs from August 1, 2022 through July 31, 2023, with options to extend for up to three additional months at the same bid pricing by mutual written agreement and renewal options for up to four additional one-year terms based on vendor performance. Bid prices must remain firm for the entire 365-day contract period. Price adjustments on a six-month basis are permitted only if verified by third-party market documentation (USDA Agricultural Marketing Service reports or Consumer Price Index); requests for increases must be submitted 30 days in advance and are limited to five percent per awarded product price. The School Food Authority reserves the right to provisionally purchase from alternative sources if increases exceed this threshold.
The School Food Authority requires compliance with the Buy American Act, ensuring domestic commodities and products comprising at least 51 percent domestic agricultural components. For contracts exceeding $25,000, vendors must provide debarment and suspension verification and evidence of financial capabilities within three business days of request. Written questions were accepted through June 28, 2022. Payment will be made within 30 days of receipt and acceptance of properly delivered goods.
