About this opportunity

The Massachusetts Department of Transportation Highway Division is requesting bids for scheduled and emergency tree trimming and sight distance improvement services at various locations throughout District 6, with bids due November 3, 2026. Bidders must not use COMMBUYS; submission procedures are specified in the bid package. The scope includes string trimmer and tree trimming crew work, tree removal across multiple diameter categories (1,077 trees total), stump removal and grinding (93 stumps), storm response services, roadside restoration with loam and seeding, and extensive traffic control and work-zone safety provisions. Work is performed on state highways and roadways within District 6 as assigned by the Engineer, with MassDOT retaining the right to add additional roadways throughout the contract duration. The contractor must respond to emergency repair work within four hours of notification and commence scheduled work within forty-eight hours; non-response penalties of $500 per day for scheduled delays beyond forty-eight hours and $1,000 per occurrence for emergency delays beyond four hours apply. All work must comply with 2026 Standard Specifications for Highways and Bridges and ANSI A300 pruning standards. Contractors must maintain 24-hour emergency contact capability, provide monthly work logs, obtain all necessary environmental permits, and comply with Northern Long-Eared Bat protection measures (no tree cutting April 15 to October 31) and Asian Longhorned Beetle regulations in the Worcester area. All trucks must be equipped with lateral protective devices, convex mirrors, and backup cameras by December 31, 2025. Labor participation goals are 15.3% for minorities and 6.9% for women per job category. Contractors must obtain Non-Vehicular Access Permits and off-site soil-storage approval per MassDOT Policy Directives P-22-001 and P-22-002 and provide one week's advance notice to utilities and affected entities.
