About this opportunity

The California Department of Corrections and Rehabilitation (CDCR) is seeking a contractor to provide Cardiopulmonary Resuscitation (CPR) and First Aid (FA) Instructor certification training across multiple CDCR institutions. The Invitation for Bid (IFB No. 6000001947 Rebid #1) requires the selected vendor to deliver comprehensive training services, including initial certification, re-certification, transition, and master certification programs for approximately 235 initial certifications, 300 re-certifications, and 300 transition certifications. The contractor must ensure training complies with American Heart Association Guidelines and American Red Cross standards, with training materials subject to approval by the Emergency Medical Services Authority. Key requirements include providing 115 instructor textbooks, 4,000 student materials, 40,000 certification cards, and various training equipment like manikin heads and AED trainers. The bid submission deadline is February 17, 2016, at 2:00 p.m., with a contract term running through February 28, 2018. Vendor qualifications include a minimum of 24 months experience working with law enforcement agencies and maintaining a staff of at least 10 employees on-site to support training initiatives.

While the solicitation is exempt from Disabled Veteran Business Enterprise (DVBE) requirements, it includes DVBE incentives up to 5% and small business preferences. The contractor must be prepared to deliver training materials across 38 CDCR institutions, with 50% of required materials to be delivered initially and the remainder as needed. Pricing must be comprehensive and include all travel expenses, with no separate travel reimbursements permitted. The training locations span multiple facilities, with significant training volumes at sites like CTC-Galt (50 initial certifications), SATF-Corcoran (35 initial certifications), and CRC-Norco (30 initial certifications). Although specific budget details are not explicitly stated, the extensive training requirements, material provisions, and multi-facility scope suggest a significant contract value. The solicitation indicates a robust procurement process designed to ensure high-quality, standardized CPR and First Aid instructor training across the California corrections system.
