About this opportunity

The State of Maine Division of Purchases, in conjunction with the Maine Department of Transportation, is requesting sealed bids for six gas-powered accessible trolleys with delivery due by June 25, 2009, with pricing valid for one year and potential ordering of an additional six units at the quoted price if the same model-year chassis remains available.

Buy America compliance is a decision filter: vehicles must contain 60 percent domestic content with U.S. assembly. Bidders must also demonstrate ISO 9001:2000 certification for customized bus manufacturing or source all certified components from ISO-certified suppliers, submit evidence of full compliance with the chassis manufacturer's Transit Bus Quality Program, obtain Altoona testing certification for seven-year, 200,000-mile service life, and complete all federal certifications including DBE goals, Civil Rights Act, ADA accessibility, and anti-lobbying attestations to avoid bid rejection as non-responsive.

Each trolley must be a 2009 model-year chassis with capacity for 31 ambulatory passengers or 27 passengers plus two wheelchairs, powered by a minimum 6.8-liter EFI V-10 gasoline engine and heavy-duty electronically controlled transmission. The vehicle requires steel or aluminum tubular frame, laminated safety glass, oak slat seating, power-assisted four-wheel disc brakes with anti-lock system, minimum 22,000-pound gross vehicle weight rating, and a commercial wheelchair lift compliant with 49 CFR Part 38 plus Q-Straint QRT Deluxe restraint system. Specifications mandate a seven-year, 200,000-mile service life. Bidders may request approved equals for specific components; deviations must be submitted at least two weeks prior to closing. All components must be new; used or reconditioned parts are not acceptable.

Three vehicles are allocated to York County Community Action Corp in Sanford, Maine. The bid price must include factory pre-delivery inspection, manufacturer training on operations and maintenance at the delivery location, all labor and materials, and delivery. Late delivery incurs $100 per day penalties deducted from invoices. Payment terms are net 30 days after acceptance. Bid specifications and certifications are submitted sealed; pricing is submitted electronically through Advantage Maine. Prices exclude federal, state, and local taxes. The State reserves the right to reject any or all bids and award items individually or as a group.
