About this opportunity
The State of Michigan Department of Technology, Management and Budget's State Facilities Administration, Design and Construction Division, is soliciting bids on behalf of the Michigan Department of Transportation for interior wall repairs at the Atlanta Garage in Atlanta, Michigan, under File No. 591/26559.AGY. A mandatory pre-bid walkthrough is set for November 10, 2026 at 10:00 a.m. ET, and bids are due December 2, 2026 at 2:00 p.m. ET through SIGMA VSS. The State's Service Disabled Veteran Owned Business (SDVOB) preference applies, though the contract documents state that no specific set-asides are designated.
The SDVOB preference gives a 10% pricing advantage to businesses at least 51% owned by one or more veterans with a service-connected disability under 38 USC 101(16). Bidders must indicate SDVOB status in the bid and submit a DD214 or equivalent, proof of service-connected disability (DD214 or VA Rating Decision Letter), and proof of ownership. The State does not pre-certify SDVOBs and does not accept CVE or SBA VetCert verification, but accepts National Veterans Business Development Council certification under specified conditions. Bidders must also certify Qualified Disabled Veteran status and Michigan-based business status where applicable.
Scope covers repairing 100 linear feet of mortar joints and 80 linear feet of expansion joints, power washing and painting roughly 10,500 square feet across four interior garage walls, and replacing and painting the west metal door frame at 13490 M 32/M33. The base bid includes a $5,000 allowance, and bidders must provide unit prices for each line item. Work must be completed by July 1, 2027, with liquidated damages of $100 per calendar day for delays beyond substantial completion. Required items include a 5% bid guarantee, performance and payment bonds for bids over $50,000, State Project Registration, compliance with 2023 PA 10 prevailing wage requirements, $1 million per-occurrence commercial general liability, workers' compensation, and builder's risk coverage. Applicable NIGP codes are 91051, 91075, 91200, and 91455.
The apparent low bidders will be evaluated for best value on responsiveness, responsibility, financial resources, technical capabilities, experience, insurance capacity, business integrity, and past performance. Questions are due by email to Morgan Tilley at TilleyM2@Michigan.gov by 2:00 p.m. ET on November 16, 2026. Attending representatives must submit a Vendor/Contractor LEIN Request form five business days before the walkthrough to Daniel T. Smith and Sharon Frost.
