About this opportunity
The Michigan Department of Technology, Management and Budget, State Facilities Administration, Design and Construction Division is requesting bids for parking lot paving (sealant application and pavement marking) at the MDOT Detroit Operations Service Center, 1060 W. Fort Street, Detroit, Michigan, with bids due August 5, 2026 at 2:00 p.m. Eastern time and a mandatory pre-bid walk-through on July 17, 2026 at 10:30 a.m. A 10% pricing preference applies to Service-Disabled Veteran-Owned Businesses (SDVOB) that provide DD214 documentation, proof of service-connected disability (DD214 or VA Rating Decision Letter), and proof of 51% or greater ownership; the state does not pre-certify SDVOBs and does not recognize federal CVE or SBA VetCert certifications.
The scope encompasses fog seal application to approximately 46,080 square yards of existing parking lot surface and installation of pavement markings totaling 300 linear feet of thermoplastic accessible parking markings, 2,900 linear feet of four-inch blue waterborne markings, and 3,115 linear feet of four-inch white waterborne markings, plus 3,115 linear feet of longitudinal marking removal. Work must comply with Michigan Barrier Free Code, Americans with Disabilities Act requirements, manufacturer installation instructions, and MDOT 2020 Standard Specifications. No asbestos or hazardous materials are permitted. The contractor must verify field dimensions and conditions prior to installation and notify Miss Dig at least three full working days before any excavation near utility lines.
Contract completion is required by September 25, 2026, with liquidated damages of $100 per calendar day for delays. A bid bond or certified check equal to 5% of the base bid is required. Performance and payment bonds are required for all contracts exceeding $50,000. Contractors must maintain State Project Registration, provide prevailing wage certifications under Michigan law, and maintain Commercial General Liability Insurance with a minimum $1,000,000 per-occurrence limit and Workers' Compensation Insurance. Questions are due July 24, 2026 at 2:00 p.m. Eastern time. Attendance at the mandatory pre-bid walk-through requires submission of a Vendor/Contractor LEIN Request form five business days prior. Bids must be uploaded to SIGMA VSS with a maximum of two attachments, each under 25 MB. The evaluation standard is the lowest responsive and responsible bidder, with qualitative consideration for bids within 10% of the lowest bid.
