About this file

This is an informational document regarding the Service-Disabled Veteran-Owned Business (SDVOB) Preference program administered by the State of Michigan's Department of Technology, Management and Budget (DTMB) for state contracts. The SDVOB preference applies to all State of Michigan contracting opportunities, including the referenced parking lot paving project (591/26075.AGY; DOSC). The program provides eligible businesses with a 10% pricing preference when bidding on state projects. To qualify, a business must be 51% or more owned by one or more veterans with a service-connected disability, defined as a disability incurred or aggravated during active military, naval, or air service as outlined in 38 USC 101(16).

Vendors claiming the SDVOB preference must submit required documentation with their bid response, including proof of service and discharge status (DD214 or equivalent), proof of service-connected disability (DD214 if documented at discharge or VA Rating Decision Letter if documented post-discharge), and proof of business ownership through appropriate legal documents. Alternatively, the state accepts National Veterans Business Development Council (NVBDC) certification as verification, subject to specified conditions. Notably, the state does not pre-certify businesses as SDVOBs and does not recognize federal certifications from the Center for Verification and Evaluation (CVE) database or the US Small Business Administration's VetCert program. Eligible service-disabled veteran-owned businesses should indicate their SDVOB status in bid responses to receive the applicable 10% pricing preference on Michigan state contracts.

Service Disabled Veteran Owned Business (SDVOB) Preference

Webpage: DTMB - Service-Disabled Veteran-Owned Business Preference

About the SDVOB Preference

The State of Michigan has a special commitment to veterans with service-connected disabilities who bid on State of Michigan contracts. Per Public Act 91 of 2005 businesses owned by qualified service-disabled veterans receive a 10% pricing preference when bidding on State of Michigan projects.

How to Claim the SDVOB Preference

The SDVOB pricing preference is claimed when bidding on a State of Michigan contract. To request the SDVOB pricing preference you must indicate that your company is an SDVOB in your bid response and provide the required documentation:

• Proof of service and conditions of discharge: DD214 or equivalent.

• Proof of service-connected disability: DD214 if the disability was documented at discharge or Veterans Administration (VA) Rating Decision Letter (or equivalent) if the disability was documented after discharge.

• Proof of Ownership: Appropriate legal documents setting forth the ownership of the business entity.

Alternatively, the state will accept a National Veterans Business Development Council (NVBDC) certification as verification of eligibility, provided certain conditions are met.

NOTE: The state does not pre-certify businesses as SDVOBs and does not accept the federal Center for Verification and Evaluation (CVE) database or the US Small Business Administration (VetCert). For more detailed information review the SDVOB Preference Fact Sheet.
