About this opportunity

The Michigan Department of Technology, Management and Budget (DTMB), State Facilities Administration, Design & Construction Division, is soliciting bids for HVAC equipment replacement at the MDOT Aeronautics Building in Lansing, with a mandatory pre-bid meeting and walkthrough on October 28, 2026 at 10:00 a.m. and bids due November 11, 2026 at 2:00 p.m. Eastern. The solicitation carries a 10% pricing preference for service-disabled veteran-owned businesses under Michigan Public Act 91 of 2005. To claim it, bidders must submit SDVOB status with the bid and supporting documentation, including DD214 or equivalent, proof of service-connected disability, and proof of business ownership or NVBDC certification. The state does not pre-certify SDVOBs or accept federal CVE or SBA VetCert certifications. The construction documents describe the preference as applying to "Qualified Disabled Veteran" bidders, defined as businesses at least 51% owned by veterans with a service-connected disability.

The project replaces nine rooftop HVAC units at 2700 Port Lansing Road, with associated ductwork, piping, controls, building automation system components, and air-side rebalancing. Work is split into two phases: six units serving the north and east portion and three serving the west. Controls must come from manufacturers listed in the specifications. Contractors must hold Michigan licensure, provide State Project Registration from the Department of Labor and Economic Opportunity under PA 10 of 2023, and furnish a 5% bid guarantee. Bids exceeding $50,000 require performance and payment bonds. FAA approval is required for crane pick plans. Addendum 1, issued October 23, 2026, transmits asbestos survey findings (all tested materials returned negative), confirms the existing fire alarm vendor as Honeywell, and identifies the existing controls system as a Building Control Integrators system. Acknowledgment of the addendum is mandatory, and failure to acknowledge may result in bid rejection.

Construction is scheduled between March 15, 2027 and July 15, 2027. Substantial completion is required within 28 weeks (196 days) from Notice to Proceed, with liquidated damages of $500 per calendar day for delays. The bid schedule includes $60,000 in allowances, $30,000 for general trades mechanical and $30,000 for controls and electrical. Award goes to the responsive and responsible best-value bidder, with the 10% preference applied to QDV bidders.

Questions are due to Devon Pung at Matrix Consulting Engineers, Inc. (dpung@matrixceinc.com) by 5:00 p.m. Eastern on November 4, 2026. Bids must be submitted through the SIGMA VSS system, limited to two attachments under 25 MB each.
