About this opportunity
The Michigan Department of Technology, Management and Budget (DTMB), State Facilities Administration is requesting bids for HVAC equipment replacement at the MDOT Aeronautics Building, 2700 Port Lansing Road, Lansing, Michigan (Project 591/26063.KMM), with bids due November 11, 2026 at 2:00 p.m. Eastern and a mandatory pre-bid meeting and site walk-through on October 28, 2026 at 10:00 a.m. A 10% bid preference is available to Qualified Disabled Veterans (QDV) — bidders must certify QDV status and submit proof of service-connected disability via DD214 or VA Rating Decision Letter, proof of service via DD214, and proof of business ownership; Michigan does not pre-certify SDVOB businesses or accept federal CVE or SBA VetCert certification. Bidders must also maintain State Project Registration from the Department of Labor and Economic Opportunity and comply with prevailing wage requirements under 2023 PA 10.
The scope encompasses replacement of nine rooftop HVAC units, controls, and rebalancing of air-side HVAC flow rates. Work is divided into two phases (March 15, 2027 to July 15, 2027) — Phase 1 covers six units serving the north and east portions; Phase 2 covers three units serving the west portion. The contract specifies new rooftop units with flat-plate averaging temperature and humidity sensors, direct digital control touchscreen panels with building automation system integration, gas piping modifications, ductwork reconfiguration, and electrical reconnection. All work must comply with the Michigan Mechanical Code, ASHRAE standards, SMACNA specifications, and applicable federal, state, and local codes; licensed contractors and subcontractors are required. The project duration is 28 weeks (196 calendar days) from Notice to Proceed, with liquidated damages of $500 per calendar day for delays beyond substantial completion.
The contract requires a bid guarantee of 5% of the base bid price (certified check, money order, or bid bond) and performance and payment bonds for bids exceeding $50,000, with sureties from the U.S. Department of Treasury Circular 570. Allowance amounts are $30,000 each for General Trades and combined Mechanical/Controls/Electrical work. Questions are due November 4, 2026 at 5:00 p.m. Eastern to Devon Pung (dpung@matrixceinc.com). Evaluation includes responsiveness, responsibility, best value, technical approach, personnel quality, and past performance on DTMB contracts.
