About this opportunity

The Michigan Department of Technology, Management and Budget, State Facilities Administration Design and Construction Division is requesting bids for full replacement of air handling units, condensing units, boilers, and boiler pumps at the MDOT Coldwater Welcome Center on I-69 Northbound (Mile Marker 6) in Coldwater, with bids due August 12, 2026 at 2:00 p.m. ET and a mandatory pre-bid meeting and site tour on July 30, 2026 at 9:00 a.m. ET. A 10% preference applies to Qualified Disabled Veteran (QDV) bidders under Michigan Public Act 91 of 2005; qualifying bidders must provide DD214 or VA Rating Decision Letter proof of service-connected disability and legal documentation of 51% or greater ownership, or submit current National Veterans Business Development Council certification.

The scope encompasses demolition and replacement of six air handling units (AHU-1 through AHU-6), six exterior condensing units (CU-1 through CU-6), two boilers (B-1 and B-2) with associated boiler pumps (P-1 and P-2), ductwork modifications, refrigerant piping, hydronic piping, condensate drainage, thermostats, sensors, and control systems. Work must comply with Michigan Mechanical Code, ASHRAE, SMACNA, NEC, and NFPA standards. The contractor must maintain minimum 60-degree indoor temperature, ensure five operational units are online by October 1, 2026 (heating season), complete final Testing, Adjusting, and Balancing, and provide mandatory 6- and 11-month post-construction warranty meetings. Cooling-season work (June 1 to October 1) requires completing all three units in one mechanical room before proceeding to the second room; heating-season work requires one-unit-at-a-time replacement with temporary electric heat as needed.

Contract time is 28 weeks (196 calendar days) from Notice to Proceed. Liquidated damages are assessed at $500 per calendar day for delays beyond substantial completion. A 5% bid security is required. Performance and payment bonds are mandatory for bids exceeding $50,000. Bidders must complete State Project Registration, provide commercial general liability insurance of at least $1 million per occurrence, worker's compensation, and builder's risk coverage. Questions are due August 5, 2026 at 5:00 p.m. ET directed to Devon Pung (dpung@matrixceinc.com). Addendum No. 1 was issued July 23, 2026; acknowledgment is required in the bid submission.
