The Michigan Department of Technology, Management and Budget, State Facilities Administration Design and Construction Division is requesting bids for playground equipment replacement at two MDOT welcome centers (Monroe Welcome Center and New Buffalo Welcome Center) under solicitation 591/25433.DPL, with bids due August 12, 2026 at 2:00 p.m. ET and a mandatory pre-bid site tour on July 22, 2026. A 10% pricing preference applies to Qualified Disabled Veteran-owned businesses under Michigan Public Act 91 of 2005; to claim this preference, bidders must document service-connected disability via DD214, VA Rating Decision Letter, or NVBDC certification, and prove 51% or greater ownership by one or more service-disabled veterans.
The scope encompasses removal and replacement of playground equipment, site preparation, grading, concrete paving, poured-in-place safety surfacing, new inclusive play structures with equipment specified by manufacturer (GameTime for New Buffalo, Miracle Play for Monroe), drainage piping, ornamental fencing and gates, landscaping, and restoration seeding. Monroe Welcome Center work includes approximately 112 square feet of concrete paving, 4,513 square feet of safety surfacing, and 591 linear feet of drainage pipe. New Buffalo Welcome Center includes approximately 64 square feet of concrete paving, 4,543 square feet of safety surfacing, and associated site work. Both sites accommodate children ages 2–5 and 5–12 years old. Manufacturers other than the basis-bid suppliers may submit approved-equal drawings and renderings for review by July 29, 2026.
Both projects are subject to Michigan prevailing wage requirements (PA 10 of 2023, as amended by PA 110 of 2024) and require State Project Registration. Performance and payment bonds are required for bids exceeding $50,000. Bidders submitting bids over $100,000 must complete a Certification of Michigan Based Business form. Bid security of 5% of the base bid amount is required. Contract completion is May 28, 2027, with liquidated damages of $1,000 per calendar day for delays. Questions on materials and equipment substitutions are due July 29, 2026 at 2:00 p.m. ET. Bids must be submitted electronically through SIGMA VSS. Apparent low bidder must submit post-bid documentation within two business days of request, including experience modification rating, project superintendent information, and three similar completed projects with references.
