About this opportunity

The Michigan Department of Technology, Management and Budget (DTMB), on behalf of the Michigan Department of Transportation (MDOT), is procuring construction services for an in-ground vehicle hoist installation and replacement project at the Atlanta maintenance garage located at 13490 M 32/M33, Atlanta, Michigan. The project scope encompasses the complete design, fabrication, and installation of a new Stertil-Koni SKYLIFT 780-9 FM APC JB in-ground vehicle lift system to replace existing equipment, including structural modifications, electrical systems, plumbing infrastructure, mechanical connections, mono-rail reconfiguration, and ceiling fan relocation. Deliverables include demolition of approximately 800 square feet of existing concrete slab, installation of new reinforced concrete pits with pit covers, electrical and pneumatic line conduit installation, structural steel modifications, and coordination across multiple trades including structural, concrete, electrical, mechanical, and plumbing work. Key objectives require contractors to maintain continuous site familiarization, verify all existing conditions before proceeding, provide temporary bracing and shoring, conduct fire watch during cutting and welding operations, and coordinate construction scheduling to minimize disruption to the occupied facility. Required qualifications include valid State Project Registration (SPR) from the Michigan Department of Labor and Economic Opportunity, compliance with Michigan Public Act 10 of 2023 prevailing wage requirements for Montmorency County, liability insurance with minimum limits of $1,000,000 per occurrence for commercial general liability, and worker's compensation coverage with statutory limits. The mandatory pre-bid conference and facility tour occurred on October 20, 2025, at 2:00 p.m. ET, with prospective bidders required to submit questions by October 31, 2025, at 3:00 p.m. ET to Gint Gaska, AIA at ggaska@sidockgroup.com. Bid responses are due electronically through the SIGMA VSS website by November 12, 2025, at 2:00 p.m. ET, with anticipated contract award by December 31, 2025, and project completion by October 30, 2026, representing a contract time of 320 calendar days from Notice-to-Proceed, with liquidated damages assessed at $500 per calendar day for delays.

Service-Disabled Veteran-Owned Businesses (SDVOBs) that meet Michigan's qualification criteria are eligible to claim a 10 percent pricing preference on this project; qualified bidders must submit proof of service and discharge (DD214 or equivalent), proof of service-connected disability (DD214 or VA Rating Decision Letter), and proof of ownership exceeding 51 percent by service-disabled veterans, or alternatively provide National Veterans Business Development Council (NVBDC) certification. The state does not accept federal certifications from the CVE database or the U.S. Small Business Administration (VetCert), requiring businesses to demonstrate eligibility through state-specific documentation at the time of bidding. All bids must include a 5 percent bid guarantee in the form of a certified check, cashier's check, or bid bond, with performance and payment bonds required for all contracts exceeding $50,000. The base bid includes a cash allowance of $218,000 for the platform lift equipment and a contingency allowance of $5,000, with the total allowance amount of $243,000 representing the budget allocation for equipment procurement. Contractors are responsible for all demolition work, field verification of existing conditions, protection of existing equipment, and coordination between trades, with all work required to conform to the 2021 Michigan Building Code, Michigan Rehabilitation Code for Existing Buildings, and 2012 NFPA 101 Life Safety Code. Upon project completion, the contractor must provide one-year warranties on materials and workmanship, operation and maintenance manuals, and training for facility personnel, with all structural steel work conforming to ASTM specifications and concrete work requiring 4,000 PSI minimum compressive strength and ACI 301 compliance.
