About this opportunity
The Michigan Department of Technology, Management and Budget (DTMB), State Facilities Administration, Design and Construction Division is procuring roofing services for a complete roof replacement project at the Michigan Department of Transportation (MDOT) Mt. Pleasant Transportation Service Center located at 1212 Corporate Drive, Mt. Pleasant, Michigan 48858. The scope of work includes removal and replacement of the existing roof membrane, insulation, roof edge coping, roof flashing, and miscellaneous roof decking, covering a total roof area of 30,826 square feet (21,926 square feet of high roof and 8,900 square feet of low roof). The new roofing system shall consist of 90 mil Elevate Rubbergard EPDM membrane installed on tapered insulation providing R-30 continuous insulation in compliance with ASHRAE 90.1-2022 energy code requirements and the 2021 Michigan Building Code. Bidders must attend a mandatory pre-bid conference and facility tour scheduled for May 8, 2026 at 11:00 AM ET, with the facility tour commencing at 11:30 AM ET. Bid responses are due electronically through the SIGMA VSS website by May 20, 2026 at 2:00 PM ET, with bid opening scheduled for the same date and time. All bidders must submit inquiries regarding the project to David Moss at David.moss@collierseng.com no later than 12:00 PM ET on May 15, 2026. The anticipated project start date is mid-July 2026, with a contract duration of 90 calendar days from the Notice-to-Proceed, and liquidated damages assessed at $500 per calendar day for delays beyond the completion deadline. Contractors are required to provide a bid guarantee of five percent of the base bid price, performance and payment bonds for contracts exceeding $50,000, and commercial general liability insurance with limits of not less than $1,000,000 per occurrence. The project includes a $75,000 cash allowance with a $15,000 contingency allowance, roofing warranties of two years (contractor), fifteen years (manufacturer's total system), and twenty years (membrane), and all work is subject to prevailing wage rate requirements for Isabella County trade classifications.
The procurement provides a 10 percent pricing preference for Service-Disabled Veteran-Owned Businesses (SDVOBs) under Public Act 91 of 2005, with qualified bidders required to submit proof of service-connected disability status, military discharge documentation (DD214 or equivalent), and proof of business ownership demonstrating 51 percent or more ownership by one or more service-disabled veterans. Michigan-Based Businesses and Qualified Disabled Veterans may also claim applicable preferences upon proper certification. All contractors must provide proof of State Project Registration from the Michigan Department of Labor and Economic Opportunity and comply with asbestos abatement attestation procedures, soil erosion and sedimentation control requirements, and federal provisions if federal funding is utilized. The contract is subject to state project registration requirements under 2023 PA 10. While no specific incumbent vendor or current contractor is identified in the procurement documents, the project specifications reference retention and coordination of existing building systems including roof drains, overflow drains, roof hatches, exhaust fans, vents, and vent stacks. The project budget is not explicitly stated; however, the inclusion of a $75,000 cash allowance and $15,000 contingency allowance, combined with the required bonding for contracts exceeding $50,000, suggests a total project value exceeding $50,000, with the actual award value to be determined through the competitive bidding process.
