About this opportunity
The Michigan Department of Technology, Management and Budget is requesting bids on replacement of the HVAC system at the Southwest Region Office (Project 591/22395.JLM), with proposals due October 28, 2026. This is a public works project subject to prevailing wage requirements and state bonding and insurance requirements.
The scope encompasses complete removal and replacement of the heating, ventilation, and air conditioning system, including new boiler piping systems, three air handling units (AHU-1, AHU-2, AHU-3), variable air volume terminal units, rooftop exhaust fans, radiant fin tube heating systems, cabinet unit heaters, cooling units, and condensing units. Electrical work includes new lighting fixtures (Lithonia LED 2X2 recessed panels with occupancy sensors), panelboards (Panel PP-1 with 200A capacity), circuit breaker upgrades across multiple existing panels, and new conduit routing. The project requires installation of concrete pads (4,000 PSI concrete) for equipment support with proper grading restoration. All work must comply with the 2023 Michigan Electrical Code, ASHRAE 90.1 2019 energy code, ASTM testing requirements, ACI concrete placement standards, and MDOT standards. Mechanical systems require detailed specifications for refrigerant piping with minimum 1/2-inch pitch per 10 feet, suction line insulation, and trap placement for vertical distances exceeding 8 feet. Shop drawing submissions by equipment manufacturers are mandatory.
The pre-renovation hazardous materials report identified lead-based paint in three locations (Beige Wall at 0.0112% by weight, Red Pump at 3.14% by weight, and Grey Tank at 1.83% by weight) but found no regulated asbestos-containing materials. Contractors must comply with OSHA Lead in Construction Standard 29 CFR 1926.62 and notify EGLE-Air Quality Division and LARA Asbestos Program prior to renovation activities. Funding is provided through the State of Michigan's capital improvement budget. The contract is awarded to the responsive and responsible bidder on a fixed-bid basis with performance contingent upon project completion timelines. Service Disabled Veteran Owned Business certification information is available to qualifying vendors.
