About this opportunity

The Texas Commission on Environmental Quality (TCEQ) is requesting proposals for operation and maintenance of a continuous PM2.5 air monitoring station at Big Bend National Park under RFP 582-27-00007, with proposals due March 23, 2026 at 3:00 PM Central Time. The contract carries a VetHUB subcontracting requirement with TCEQ's procurement goal of 1.0% utilization, and a HUB Subcontracting Plan must be submitted with the proposal. DBE fair share objectives apply under federal compliance requirements.

The scope requires continuous ambient air data collection, monthly verifications, quarterly audits, preventive maintenance with monthly tracker submissions, inventory management and reporting, and annual siting criteria maintenance at EPA Site Number 480430101 in Big Bend National Park (coordinates 29°18'9" North, -103°10'40" West). The contractor must provide one primary operator with at least six months of experience in operating and maintaining continuous and non-continuous air monitoring equipment, plus one backup operator, both capable of electrical and mechanical maintenance and troubleshooting. All operators must demonstrate competency within six months of contract start.

The contract term runs September 1, 2026 through August 31, 2028, with options to renew for one two-year period and one one-year period by mutual written agreement. Pricing must be firm and fixed for the entire contract term with no price escalation; all travel costs are included in the proposed price. The contract is funded with federal EPA funds; TCEQ's maximum obligation amount will be determined pending proposal evaluation. The contractor must achieve an 85 percent quarterly data return requirement; failure without assignable cause may result in payment reductions up to 25 percent per quarter, capped at 25 percent annual reduction of invoiced amounts.

Evaluation spans 101 points: Executive Summary (5), Demonstrated Ability to Perform (30), References (1), Commitment of Qualified Personnel (15), Technical Approach (30), and Cost to Perform Services (20). The pre-proposal conference occurred February 27, 2026. Written questions were due March 4, 2026. Proposals must be submitted as a single searchable PDF with pricing as a separate Excel document via TCEQ's FTPS server.
