About this opportunity

DTMB's State Facilities Administration, Design and Construction Division, is soliciting proposals on behalf of the Michigan State Police for RFP 551/26427.JBB, a Powers Scale feasibility study, with written questions due November 4, 2026 and proposals due November 12, 2026 at 2:00 p.m. Eastern. Bidders must submit a signed Certification of Michigan Based Business as part of the proposal. The mandatory pre-proposal meeting at the Powers site was scheduled for October 27, 2026 at 9:00 a.m. Eastern.

Addendum No. 1 is the newest update. It adds a Private Utility Locating reimbursable and a Topo Survey and Boring/Coring Allowance to Phase 100, and an Owner Testing Allowance to Phase 700. It directs proposers to incorporate standardized architectural elements drawn from recent similar projects, with reference photos supplied by the Michigan State Police. The Michigan State Police will provide the detailed standards to the selected proposer after award. The addendum also attaches an attendance list of eligible proposers.

The scope covers Phase 100 study, Phase 500 final design, and Phase 600 and 700 construction administration (office and field services) for a renovation or addition to the weigh station at US-2 and US-41 in Powers, Michigan. The updated facility must include an observation deck, restroom, office space, and squad room/common space to serve six assigned Commercial Vehicle Enforcement staff. A 2018 asbestos and lead inspection identified materials assumed to contain asbestos and lead paint above threshold. The report requires a comprehensive Asbestos NESHAP inspection with destructive testing and additional lead-paint inspection before any demolition or renovation.

Compensation is a not-to-exceed billable-rate arrangement. Bidders enter a single total bid amount for all phases and submit billable hourly rates and estimated hours by staff classification. Reimbursables such as printing, soil borings, site surveys, and laboratory testing are reimbursed at actual cost, with a markup not exceeding 5% on reimbursables and sub-consultant services. Travel beyond 100 miles one-way is reimbursed at State of Michigan rates. Named reimbursable allocations include $1,000 for LARA review and approval, $500 for an MDOT permit, $10,000 for boring/coring, $12,000 for a topographic survey, and $10,000 for owner testing during construction.

Proposals are evaluated by an Ad Hoc Advisory Committee on an 80% technical (Part I) and 20% cost (Part II) weighting. Award recommendation is expected within thirty days after the proposal deadline. Proposals and the resulting contract are subject to Michigan Freedom of Information Act disclosure, and key personnel cannot be substituted without prior written consent from the Project Director and the DTMB Director.
