The project seeks to evaluate the possible renovation or addition to the current weigh station to address existing layout inefficiencies and operational limitations affecting the six assigned Commercial Vehicle Enforcement staff members. The updated facility must incorporate an observation deck, restroom, office space, and squad room/common space. A mandatory Pre-Proposal Meeting is scheduled for October 27, 2026, at 9:00 AM Eastern at the site. The Owner desires design completion as soon as possible and requires the consultant to provide a proposed schedule that includes owner review time and permitting timelines for both LARA Plan Review and MDOT permits.

The proposal must include Phase 100 study services, Phase 500 design services, and Phase 600 and 700 construction services with all labor and reimbursable expenses itemized separately. Reimbursable items include specific allocations for LARA review and approval ($1,000), MDOT permit ($500), boring/coring ($10,000), topographic survey ($12,000), and owner testing during construction ($10,000), with consultants encouraged to recommend additional reimbursables as needed. All work must comply with DTMB, Michigan State Police, and MDOT standards and safety requirements, and consultants are responsible for gathering base information, securing all required permits, and providing biweekly progress summaries, design meeting minutes, and construction support on a bi-monthly basis. The bidder must enter the total cost for all phases as the single bid amount, and no specific set-asides are indicated in the solicitation.
