About this opportunity

The Michigan Department of Technology, Management & Budget (DTMB), State Facilities Administration, Design and Construction Division, is soliciting proposals on behalf of the Michigan Department of State Police for professional architectural and engineering services for the Powers Scale feasibility study under RFP 551/26427.JBB, with a mandatory pre-proposal meeting on October 27, 2026 and proposals due November 12, 2026. Bidders must submit a Certification of Michigan Based Business and a Responsibility Certification with their proposal. Written questions are due November 4, 2026 at 12:00 p.m. Eastern.

The study evaluates renovation or expansion of the Powers Weigh Station at US-2 and US-41 in Powers, Michigan, which serves six assigned employees. The proposal must address an observation deck, restroom, office space, and squad room or common space. Required phases are Phase 100 (Study), Phase 500 (Final Design), Phase 600 (Construction Administration, Office Services), and Phase 700 (Construction Administration, Field Services). The selected firm secures all permits, holds design meetings at kickoff and at 50%, 90%, and 100% completion, and delivers plans, project manual, and construction estimates at each milestone, with the owner allowed ten full working days for review. A 2018 asbestos and lead paint report found lead in interior white paint at 0.81% and exterior white paint at 0.45%. The report states its quantities are estimates and recommends bidders verify them before bidding. An asbestos NESHAP inspection with destructive testing is required before demolition or renovation.

Compensation is a not-to-exceed billable hourly rate by staff classification and phase hours. Sub-consultant fees carry mark-ups not to exceed 5%. Reimbursables are limited to printing, reproduction, soil borings, site surveys, and required laboratory testing, and travel is reimbursed at State of Michigan rates only for distances exceeding 100 miles one-way. The state does not reimburse fringe benefits, insurance, meals, lodging, computer time, or overhead and profit. The project statement lists reimbursable allowances of $1,000 for LARA review and approval, $500 for an MDOT permit, $10,000 for boring and coring, $12,000 for a topographic survey, and $10,000 for owner testing during construction. Proposals must include technical and cost components, detailed labor breakdowns for all phases, and a proposed design schedule.

Evaluation is 80/20, with the technical proposal (Part I) weighted at 80% and the cost proposal (Part II) at 20%. Minimum qualifications require successful planning and execution experience on similar projects in compliance with applicable local, state, and federal regulations. Proposals are submitted electronically through SIGMA VSS, and an award recommendation is expected within thirty days after the proposal due date.
