About this file

Summary

This is an Asbestos and Lead Paint Inspection Report prepared by Asbestos Abatement Incorporated (AAI) for the Michigan State Police regarding the Powers Scale facility located at 3864 Highways 2 & 41, Powers, Michigan 49874. The inspection was conducted on February 16, 2018, to comply with Michigan Occupational Safety and Health Administration (MIOSHA) standards for asbestos and lead paint. The inspection included a thorough visual assessment of all accessible functional spaces and exterior areas, with representative bulk sampling of suspect asbestos-containing materials (ACM) and presumed asbestos-containing materials (PACM). Twelve distinct suspect ACMs were identified during the inspection, with samples submitted to QuanTEM Laboratories for polarized-light microscopy (PLM) analysis using EPA Method 600/R-93/116. Paint samples were collected and analyzed by GPI Laboratories, Inc. for lead content. The report was issued on April 5, 2018, and must be provided to State of Michigan employees, employers of housekeeping personnel, prospective bidders, and any tenants occupying the facility.

Analytical results determined that none of the twelve identified homogenous areas contained asbestos; however, three materials were assumed to contain asbestos and not sampled: glue pods above 1' x 1' white ceiling tiles, drywall above 1' x 1' white ceiling tiles, and roof shingles with tar paper. Two paint samples tested positive for lead: interior white paint at 0.81% and exterior white paint at 0.45%. The report notes that the attic space was not accessible due to a hatch issue, and one exterior room was locked without an available key; materials in these areas are assumed to contain asbestos. Prior to any demolition or renovation activities, a comprehensive Asbestos NESHAP inspection with destructive testing is required to identify hidden or concealed materials. The report emphasizes that quantities listed are estimates without guaranteed accuracy and recommends that contractors verify all quantities before submitting bids or establishing project budgets.

1.0 Introduction

Asbestos Abatement Incorporated, (AAI) was retained by the Michigan State Police to conduct an asbestos and lead paint inspection at Powers Scale, 3864 Highways 2 & 41, Powers, MI 49874.

The asbestos inspection was requested to comply with the Michigan Occupational Safety and Health Administration (MIOSHA) Asbestos for General Industry Standard and the Asbestos Standards for Construction. Additionally, paint samples were collected and analyzed for lead to comply with the MIOSHA Lead in General Industry and Lead Exposure in Construction Standards. The on-site portion of asbestos and lead paint building inspection took place on February 16, 2018. Definitions and Classification explanations for select terms can be found in Appendix A.

Asbestos

During the inspection, good faith effort was made to identify the presence, location and quantity of all accessible ACM and PACM. However, as the building was not scheduled for demolition or renovation, AAI was not retained to conduct destructive testing. A such, hidden, concealed or missed materials may exist within the building. Destructive testing (i.e., and Asbestos NESHAP inspection) must be conducted prior to demolition or renovation to find all hidden, concealed or missed materials.

Lead

Identification and testing of paint for lead was limited to accessible paints which were present in quantities and/or substrates which are likely to trigger the requirements of the MIOSHA Lead Standards during routine maintenance operations. Prior to demolition or renovation, in addition to an Asbestos NESHAP inspection, a comprehensive inspection to identify any hidden, concealed or missed paints should be conducted.

2.0 Certification

Asbestos

The asbestos inspection was conducted by Mr. Jeff Suty, a State of Michigan Accredited Asbestos Inspector. A copy of his inspector credentials appears in Appendix B.

All of the collected asbestos bulk samples were submitted to QuanTEM Laboratories for analysis.

Bulk samples of suspect asbestos-containing materials were analyzed by polarized-light microscopy (PLM) using the EPA Method 600/R-93/116. QuanTEM Laboratories is accredited by the National Voluntary Laboratory Accreditation Program (NVLAP). A copy of their NVLAP Accreditation can be found in Appendix C.

P a g e | 2

Lead

Paint chip samples were also collected by Mr. Suty and were submitted to GPI Laboratories, Inc.

for total lead analysis. GPI Laboratories, Inc. is accredited by the National Lead Laboratory Accreditation Program (NLLAP). A copy of their NLLAP Accreditation can be found in Appendix C.

3.0 Inspection Procedures

Asbestos

This asbestos inspection was conducted to determine the presence, location and quantity of all accessible ACM and PACM in accordance with the requirements of the MIOSHA Asbestos for General Industry Standard and the MIOSHA Asbestos Standards for Construction. The inspection consisted of a thorough visual inspection of all functional spaces within the building and all exterior areas on the building for suspect ACM. Additionally, representative bulk sampling was conducted of most materials to determine whether the material is proven ACM or non-ACM.

Materials visibly identified as non-asbestos (metal, glass, wood, etc.) by the accredited inspector were not sampled.

Prior to collecting any samples, suspect ACMs were identified as homogenous areas (HAs) to develop a sampling strategy. A homogenous area is defined as an area of surfacing material, thermal system insulation, or miscellaneous material that is uniform in color and texture (e.g., exterior white window caulk).

The actual number of samples collected from each homogeneous sampling area may vary, based on the type of material and the professional judgment of the inspector. A minimum of two samples of each HA were collected and submitted to an accredited laboratory for analysis by PLM. The number of samples collected for each material identified was determined according to the following table:

Guidelines for Determining the Number of Samples Collected HA Category HA Size Samples Required

Miscellaneous Materials No Stipulation 2

Thermal Systems Insulation No Stipulation 3

P a g e | 3

Determined by the visual inspection, a total of 12 distinct suspect ACMs were identified during this inspection. A complete list of all suspect ACMs identified, including analytical results, friability, location, and estimated quantities can be found in Appendix D.

Lead

Identification and testing of suspect lead-containing paint was limited to accessible paints which were present in quantities and/or substrates which are likely to trigger the requirements of the MIOSHA Lead Standards during routine maintenance operations. Paint samples were collected in a manner to minimize substrate dilution. Prior to demolition or renovation, in addition to an Asbestos NESHAP inspection, a comprehensive inspection to identify any hidden, concealed or missed paints should be conducted. A complete list of all sampled paints, including analytical results, can be found in Appendix D.

4.0 Analytical Results

Asbestos

A material is considered to be ACM when it contains greater than 1% asbestos. Such materials must be handled according to Federal, State and local regulations. For homogenous areas with multiple samples collected, only one sample with greater than 1% asbestos is required for the entire homogenous area to be considered ACM.

For friable materials, when the amount of asbestos in the sample material is reported as “None- Detected” by routine PLM analysis, no further verification of the sample results by Point Counting Methodology is recommended.

For friable materials, when the amount of asbestos in the sample material is reported at less than 10% by PLM analysis, the client may either assume the amount to be greater than 1% and treat the material as ACM or request further verification of the asbestos content by Point Counting Methods.

If the result obtained by Point Counting is different from the result obtained by routine PLM analysis, the Point Count Method result should be used.

For non-friable materials, when the amount of asbestos in the sample material is reported at greater than 1% by PLM analysis, no further verification of the sample results by alternative methods of identification is required.

The QuanTEM Laboratories PLM analytical report, including detailed information on individual sample layers, can be found in Appendix E.

P a g e | 4

None of the 12 identified homogenous areas were determined to contain asbestos.

The following identified suspect ACMs were not sampled and are assumed to contain asbestos:

Glue pods above 1' x 1' white ceiling tile with uniform holes Drywall above 1' x 1' white ceiling tile with uniform holes (assumed substrate to be present) Roof shingles and tar paper

The following identified materials were determined to not contain asbestos:

2' x 4' white lay-in ceiling tile with holes and fissures No-slip floor tiles, brown, and mastic 4" gray cove molding and mastic Textured wall and ceiling plaster 1' x 1' white ceiling tile with uniform holes (glue pods and associated substrate are assumed to contain asbestos) Cinderblock Cinderblock mortar Concrete floor Exterior white window caulk

A paint is considered lead-containing if any amount of lead is detected in the submitted sample.

The GPI Laboratories, Inc. analytical report can be found in Appendix E.

The following paints were determined to be lead-containing:

Interior white paint, and Exterior white paint

No tested paints were determined to be lead-free.

5.0 Pertinent Observations

During the visual inspection, select observations were made and documented. With the inspection procedures and analytical results taken into consideration, the pertinent observations are as follows:

All quantities listed in the Building Inventory Data form (Appendix D) are estimates and its accuracy is not guaranteed.

P a g e | 5

Due to an issue with the hatch, the attic space was not accessible. Any materials in the attic that were not identified in other areas of this building are assumed to contain asbestos.

A room accessible only by an exterior door was locked with no key available for access.

Any materials in the attic that were not identified in other areas of this building are assumed to contain asbestos.

6.0 Regulatory Guidance

This section offers regulatory guidance for ACM and lead-containing paint identified during this inspection and does not guarantee compliance with all regulatory requirements. Please refer to the applicable asbestos and/or lead regulation(s) or contact AAI for project-specific regulatory requirements.

Asbestos

This report must be maintained throughout the life of this building, and to comply with the MIOSHA asbestos hazard communication requirements, this report must be provided to the following persons who work within this weigh station:

State of Michigan employees, Employers of employees who perform housekeeping activities, Prospective employers who are applying or bidding for work, On multi-employer worksites, all employers of employees, and Tenants who will occupy the building.

Mechanical rooms/areas in which ACM is present must have signs at the entrance which identify the ACM materials which are present, its location, and appropriate work practices which, if followed, will ensure that ACM and/or PACM will not be disturbed.

Asbestos awareness training (or Class IV training) is required for the following employees:

Employees who are likely to be exposed to airborne concentrations of asbestos at or above the permissible exposure limit and/or excursion limit.

Employees who perform Class I and II work (e.g., asbestos removal).

Employees who perform Class III work (e.g., repair and maintenance operations, where

"ACM", including TSI and surfacing ACM and PACM, is likely to be disturbed).

Employees who perform Class IV work (maintenance and custodial activities during which employees contact but do not disturb ACM or PACM and activities to clean up dust, waste and debris resulting from Class I, II, and III activities).

P a g e | 6

Identification and testing of paint for lead was limited to accessible paints which were present in quantities and/or substrates which are likely to trigger the requirements of the MIOSHA Lead Standards during routine maintenance operations. Prior to demolition or renovation, in addition to an Asbestos NESHAP inspection, a comprehensive inspection to identify any hidden, concealed or missed paints should be conducted.

Known lead hazards should be communicated as required by the MIOSHA Hazard Communication standard and any real estate transaction laws. Additionally, State of Michigan employees shall be informed of the contents of Appendices A and B to 29 C.F.R. §1910.1025 ‘Lead.’

Lead awareness training is required for the following employees who are subject to exposure to lead at or above the action level, or for whom the possibility of skin or eye irritation exists.

This report shall not be used as a compliance tool. It is the responsibility of all employers of employees working within this to comply with all applicable laws and regulations.

This guidance is based on the visual inspection, analytical results, pertinent observations and AAI’s understanding of the project. This guidance may require modification should there be a change in building ownership, use and/or during demolition or renovation.

7.0 Recommendations

Based on the visual inspection (including pertinent observations), and the bulk sample analytical data, the following recommendations are offered:

Prior to establishing a project budget (including contractors submitting bids), verify quantities listed in the Building Inventory Data form (Appendix D) as they are estimates and accuracy is not guaranteed.

Prior to work in the attic space, assume all materials in the attic contain asbestos that are not identified in other areas of the building.

Prior to work in the inaccessible exterior room, assume all materials in the attic contain asbestos that are not identified in other areas of the building.

Utilize Section 6.0 as a guide for regulatory compliance including, but not limited to:

hazard communication and training. Refer to the appropriate regulation(s) for additional requirements and/or contact AAI for assistance.

Prior to demolition or renovation, conduct a comprehensive Asbestos NESHAP and lead-paint inspection to identify any hidden, concealed or missed suspect asbestos materials and suspect lead-containing paints.
