About this opportunity
The City of Philadelphia is soliciting competitive quotes for 550 Type III paracord as a micro purchase with quotes due October 15, 2026. This micro purchase is awarded as a whole or by line item, whichever is in the City's best interest, to the lowest responsive and responsible bidder; sellers must quote all items to be eligible for award.
The scope includes 550 Type III paracord in black and yellow, each meeting military-grade specification standards. Specific quantities and delivery schedules are referenced in the bid documents and specification sheets.
The micro purchase threshold is less than $45,000, adjusted annually by the CPI-U percentage increase from January 1, 2020 and rounded to the nearest $1,000. All pricing must be quoted on a firm, fixed-price basis delivered FOB Destination Point and exclusive of all taxes. Quotes remain valid for 60 days from submission. The contract term is 365 days from the effective date, after which it automatically terminates.
Sellers must maintain Workers' Compensation insurance at statutory limits and General Liability insurance of $500,000 per occurrence. The City requires submission of a signed Consent and Authorization Agreement through the PHLContracts.phila.gov platform prior to bid closing; failure to submit renders the quote non-responsive. All sellers must comply with City tax requirements, ethics requirements, and nondiscrimination provisions and may not be party to more than one quote for the same products or services. Sellers must certify they are not indebted to the City for delinquent taxes or other obligations without a written payment plan.
The City invites voluntary submission of LGBTQ Applicant Opportunity Data to identify LGBTQ-certified businesses; data collection is voluntary and may be used for other projects and made publicly available at the City's discretion. No delivery or services shall commence until the department issues formal notification. Payment is contingent upon City approval of delivered products and submission of invoices, made via electronic deposit.
