About this opportunity
The Massachusetts Bay Transportation Authority is requesting proposals for operations and maintenance services on a 750 kilowatt wind turbine located in Bridgewater, Massachusetts, with proposals due November 18, 2026 at 2:00 p.m. and a mandatory pre-bid site visit on October 21, 2026 at 11:00 a.m. Award will be made to the lowest priced responsive and responsible bid, with contract execution estimated for December 2, 2026 and service start on January 1, 2027.
The turbine is an Aeronautica NORWIN AW 54-750 kW model with a 54-meter rotor diameter and Active Stall Regulation control system, constructed in 2018 and interconnected in 2020, with rated annual production of approximately two million kWh. The vendor must provide 24/7/365 monitoring, initial inspection and start-up maintenance upon contract initiation, scheduled six-month maintenance inspections, comprehensive annual maintenance inspections, and 24-hour emergency response for critical issues. Personnel must maintain active Roadway Worker Protection Cards issued by Keolis or the future Commuter Rail Operator and possess wind turbine maintenance training. The vendor furnishes all equipment, tools, and safety gear. Consumables under $1,000 are vendor-supplied at no cost; parts and consumables exceeding $1,000 require MBTA approval and are billed separately, subject to an annual $20,000 cap. Parts exceeding $20,000 annually are solicited directly by the MBTA.
The contract spans four fiscal years (FY27–FY30), with FY30 as an option year exercisable at MBTA discretion. Pricing is fixed by fiscal year on a firm-fixed basis, inclusive of prevailing wages, overhead, profit, bonding, tooling, equipment, and transportation. Direct repairs are estimated at $7,500 annually for the base period, with bidders required to provide labor rates for straight time and overtime. The vendor must report quarterly production data to the MBTA's Third Party Meter Verifier for Renewable Energy Certificate creation and provide annual performance reports.
Minimum insurance requirements include Commercial General Liability ($1 million per occurrence / $1 million aggregate), Automobile Liability ($1 million combined single limit), Workers' Compensation and Employers Liability ($1 million per accident and employee / $1 million aggregate), and Umbrella Liability ($5 million per occurrence and aggregate). If work occurs within 50 feet of railroad track, Railroad Protective Liability Insurance of $5 million per occurrence and $10 million aggregate is required. All policies must carry a Best's rating of A- or better. Prevailing wage rates as established by Massachusetts Department of Labor Standards are mandatory.
Bidders must submit a 5 percent bid deposit (bid bond or certified check), complete Form B with financial statements and past performance evidence, and acknowledge all addenda and Q&A responses in the technical proposal cover letter. Attendance at the October 21 pre-bid meeting must be confirmed by 4:00 p.m. on October 20. Questions are due through the COMMBUYS portal; the RFP specifies a question deadline aligned with the pre-bid meeting schedule.
