This is a Scope of Work (SOW) document for the Massachusetts Bay Transportation Authority (MBTA) seeking an operations and maintenance vendor for a 750kW Aeronautica wind turbine located in Bridgewater, Massachusetts along the Middleboro Line Commuter Rail Right of Way. The vendor will be responsible for scheduled and unscheduled maintenance, system monitoring, configuration management, and energy production optimization for the turbine, which was constructed in 2018 and interconnected in 2020. The SOW requires 24/7/365 monitoring capabilities, initial inspection and start-up maintenance upon contract initiation, scheduled maintenance inspections every 6 months, comprehensive maintenance inspections annually, and emergency response within 24 hours for critical issues. The contract includes coordination requirements with MBTA, Keolis (or future Commuter Rail Operator), National Grid, and Verizon personnel, with all maintenance visits requiring advance scheduling. The vendor must coordinate with the MBTA's Asset Management Department to develop online maintenance reporting through the "Trapeze" asset management platform. An RFP bidders meeting is scheduled for October 21, 2026 at 11:00 AM.

The vendor must furnish all equipment, tools, and safety gear required for maintenance operations and ensure all personnel maintain active Roadway Worker Protection Cards issued by Keolis or the future Commuter Rail Operator. Consumables under $1,000 are provided by the vendor at no cost to the MBTA, while parts and consumables exceeding $1,000 require MBTA approval and are billed separately, subject to an annual cap of $20,000. All parts costing more than $20,000 annually must be approved and solicited by the MBTA directly. The vendor is responsible for maximizing energy production (kWh) and must provide quarterly production data to the MBTA's Third Party Meter Verifier for Renewable Energy Certificate creation, as well as annual performance reports analyzing turbine production and recommending improvements. Contact information for relevant MBTA and Commuter Rail Operator personnel will be provided upon contract award.
