About this opportunity
The Florida Department of Transportation (FDOT) District Two is soliciting sealed bids for the procurement of a 53-foot semi-trailer with a Conestoga Tarp System through Invitation to Bid DOT-ITB-26-2002-JB. The procurement specifically seeks a vendor to furnish and install a complete semi-trailer that meets detailed technical specifications, including a steel beam frame, tandem axle configuration, 102-inch width, and comprehensive component requirements for suspension, brakes, tires, wheels, and tarp system. Potential bidders must submit electronic bids to D2.Purch@dot.state.fl.us by August 4, 2025, at 2:00 PM, with a public bid opening scheduled for 2:30 PM on the same date. Technical questions regarding the solicitation must be submitted by July 25, 2025, and the intended contract award date is August 7, 2025. The deliverable must be completed and delivered by June 30, 2026, with potential liquidated damages of $100 per day for late delivery.
The solicitation includes several important compliance and preference considerations, notably a 5% price preference for Florida-based businesses. Vendors must complete various certification forms, including a Drug-Free Workplace Program Certification and Vendor Certification Regarding Scrutinized Companies Lists. The procurement emphasizes strict compliance with multiple civil rights and non-discrimination statutes, including Title VI of the Civil Rights Act of 1964, the Uniform Relocation Assistance and Real Property Acquisition Policies Act, and various executive orders prohibiting discrimination based on race, color, national origin, sex, disability, and age. Vendors must also comply with E-Verify employment eligibility verification requirements and pay MyFloridaMarketPlace transaction fees. While no specific budget range is explicitly stated, the detailed technical specifications suggest this is a substantial procurement for a specialized transportation asset serving Clay County and the broader Florida Department of Transportation infrastructure needs.
