About this opportunity
Hancock County School District is requesting qualifications from Energy Service Providers to design, install, finance, and maintain energy conservation equipment and services under a two-year energy services contract, with written qualifications due October 12, 2026 at 3:00 p.m. ESPs must be licensed general contractors in Mississippi and pre-qualified by the Mississippi Development Authority Energy & Natural Resources Division; headquarters in Mississippi receives preference.
The scope encompasses comprehensive energy efficiency improvements across District facilities to reduce energy and operational costs. The selected ESP must provide financing arrangements, performance guarantees where applicable, baseline energy calculations, measurement and verification protocols, staff training, maintenance manuals, as-built drawings, performance bonds equal to 100 percent of subcontracts, and insurance coverage. Submissions must include an ESP Profile Form (original plus four copies), qualifications documentation, three client questionnaires from completed projects with installed costs exceeding $500,000, a sample investment-grade energy audit, and audited financial statements. The District will rigorously review all proposed energy and O&M savings claims and requires open-book pricing with full cost disclosure.
The contract term shall not exceed twenty years and is subject to annual appropriations. Shortlisted firms will participate in oral interviews on November 2, 2026, followed by ESP selection on December 3, 2026. An Investment Grade Audit Agreement will be executed between December 2026 and January 2027, with the audit report due January 31, 2027. Final Energy Services Agreement negotiations are targeted for completion by February 5, 2027. If the District declines to proceed following the audit phase, the District will pay audit costs provided the ESP fully meets contract terms.
Evaluation criteria are supplemental documentation (25 percent), experience (20 percent), project history (15 percent), qualifications and approach (20 percent), personnel qualifications (10 percent), and financial references (10 percent).
