About this opportunity

The Michigan Department of Technology, Management and Budget (DTMB), on behalf of the Department of Military and Veterans' Affairs, is requesting proposals for professional design services to repair or replace roofing systems across eight facilities at Battle Creek Air National Guard Base, with proposals due August 27, 2026, and a mandatory pre-proposal meeting and site walk-through on August 13, 2026.

The scope encompasses Schematic Design (Phase 300 at 15% and 35% completion), Preliminary Design (Phase 400 at 65% completion), and Final Design (Phase 500 at 100% pre-final and 100% final deliverables) for roofs on Buildings 6900, 6901, 6911, 6913, 6917, 6922, 6923, and 7020. Deliverables include site surveys, field investigations, professional repair or replacement recommendations, and drawings to facilitate separation into multiple bid packages. Design work must comply with ANGETL 24-02 and applicable Unified Facilities Criteria. All proposers must be licensed to practice in Michigan and must submit a Certification of Michigan Based Business and a Responsibility Certification addressing criminal history, tax compliance, and debarment status. Base access requests are required no later than five days before the August 13 site meeting.

The contract will be awarded on a not-to-exceed fee basis using billable hourly rates for staff by classification and estimated hours per phase, plus allowances for sub-consultant fees and reimbursable direct expenses (travel beyond 100 miles one-way, printing, soil borings, surveys, and laboratory testing with a maximum 5% markup). Indirect costs such as fringe benefits, insurance, overhead, and profit must be embedded in hourly billing rates.

Evaluation criteria weight the Technical Proposal at 80% and the Cost Proposal at 20%, reviewed by an Ad Hoc Advisory Committee. Award is anticipated in September 2026, with design work scheduled October 2026 through June 2027, bidding June through September 2027, and construction beginning October 2027. Written questions are due August 19, 2026. The state has not yet determined a construction budget.
