About this file

This is a Project Statement from the State of Michigan Department of Technology, Management and Budget (DTMB) on behalf of the Michigan Department of Military and Veterans Affairs (DMVA) and the Michigan Air National Guard (MIANG) for professional architectural and engineering services. The project involves designing repairs and/or replacement of roofing systems for eight existing facilities at Battle Creek Air National Guard Base located at 2200 Logistics Drive, Battle Creek, Michigan. The specific buildings requiring roof work are 6900, 6901, 6911, 6913, 6917, 6922, 6923, and 7020. A mandatory walk-through inspection is scheduled for Thursday, August 13, 2026, at 12:00 p.m. ET at building 7020. Prospective contractors must submit base access requests a minimum of five days prior to the site meeting. Proposals are due August 27, 2026, at 2:00 p.m. ET and must be submitted through SIGMA VSS. The anticipated contract award is scheduled for September 2026, with design work occurring from October 2026 through June 2027, bidding from June through September 2027, and construction beginning in October 2027.

The project requires a comprehensive design submittal package across five phases: Phase 300 (A-1, 15% Design), Phase 300 (A-2, 35% Design), Phase 400 (B-1, 65% Design), Phase 500 (B-2, 100% Pre-Final Design), and Phase 500 (B-3, 100% Final Design). Each design submittal must be accompanied by updated detailed cost estimates. The scope includes conducting site surveys and field investigations, providing professional repair/replacement recommendations, and preparing drawings that facilitate separation into multiple bid packages. The cost proposal should include splitting the design package into two bid packages and assume bidding support for one construction bid process as part of Phase 500. The DMVA has not yet determined a budget for construction. All design work must comply with ANGETL 24-02 ANG Design Objectives and Procedures and applicable Unified Facilities Criteria (UFC's). Questions regarding the solicitation must be submitted to Josiah Meyers at meyersj11@michigan.gov no later than 2:00 p.m. ET on Wednesday, August 19, 2026. The project is categorized under NIGP codes 90607, 92533, and 90610.
