About this opportunity
The Michigan Department of Technology, Management and Budget, State Facilities Administration is requesting proposals for professional architectural and engineering services to perform a Phase 100 study on fire alarm system repairs base-wide at Battle Creek Air National Guard Base, with proposals due August 27, 2026 at 2:00 p.m. ET. A mandatory pre-proposal meeting and site visit was held August 13, 2026; attendees received base facility maps and design-submission requirements.
The scope encompasses a comprehensive field survey and study of fire alarm systems across 30+ facilities on the base, including detection devices, notification devices, and Fire Alarm Control Panels (FACPs). The selected firm must recommend repair and replacement strategies for each building, identify compliant manufacturers and equipment meeting NFPA, UL, UFC, and Air National Guard Engineering Technical Letter (ANGET) 24-02 standards, and specify upgrades to convert non-addressable fire alarm control panels to addressable systems compatible with the existing Monaco D-21 central integration system. Design submittals are required at 50%, 90%, and 100% completion milestones. The final study report is due within 120 calendar days from contract award. Work must comply with applicable federal regulations (EPA, OSHA, DOT) and Michigan state requirements.
The contract is structured as a billable rate Professional Services Contract with a not-to-exceed amount; the DTMB has not established a construction budget. The anticipated award date is September 2026. Proposals must be uploaded to SIGMA VSS as a single combined response with the total cost for all phases entered as the bid amount, not exceeding 25 megabytes. All Professional Services Corporation personnel and sub-consultants require background checks and LEIN clearance to access the base post-award. Prospective contractors must submit SF Form 90 Base Access Request forms at least five days prior to the site visit. Questions were due August 19, 2026 at 2:00 p.m. ET. Applicable NIGP codes are 90607, 92533, 92531, 92539, and 92584.
