About this file
This is a Project Statement issued by the Michigan Department of Technology, Management and Budget (DTMB) on behalf of the Michigan Department of Military and Veterans Affairs for the Battle Creek Air National Guard Base. The project, titled MBMV232002 Repair Fire Alarms Base-Wide, requests professional architectural and engineering services to perform Phase 100 Professional Services, which includes a comprehensive study of fire alarm systems across 30+ facilities on the base. The scope encompasses detection devices, notification devices (alarms, speakers, strobes), and Fire Alarm Control Panels (FACPs), with required design submittals at 50%, 90%, and 100% completion milestones. A mandatory walk-through inspection is scheduled for Thursday, August 13, 2026, at 10:00 a.m. ET at Building 7020, located at 2200 Logistics Drive, Battle Creek, Michigan 49037. Prospective contractors must submit Base Access Request forms a minimum of five days prior to the site meeting. Proposals are due by August 27, 2026, at 2:00 p.m. ET and must be uploaded to SIGMA VSS. The contract is expected to be awarded in September 2026, with a final study report due within 120 calendar days from award. Questions regarding the solicitation must be emailed to Project Director Josiah L. Meyers no later than August 19, 2026, at 2:00 p.m. ET.
The project scope requires firms to perform field surveys, recommend repair and replacement strategies for each building, identify compliant manufacturers and equipment meeting NFPA, UL, UFC, and ANG ETL standards, and upgrade non-addressable fire alarm control panels to addressable systems with centralized integration capabilities compatible with the existing Monaco D-21 central system. Updated cost estimates must accompany each submittal, and firms are encouraged to combine technical and cost proposals into a single attachment not exceeding 25 megabytes. The DTMB has not determined a budget for construction of this project. Proposals should be submitted as a single combined response with the total cost for all phases entered as the bid amount. All work must comply with applicable federal regulations administered by the EPA, OSHA, and DOT, as well as state agencies including the Michigan Department of Health and Human Services, Michigan Department of Environment, Great Lakes and Energy, Michigan Department of Natural Resources, and MIOSHA. The applicable NIGP codes are 90607, 92533, 92531, 92539, and 92584.
