The scope is limited to Phases 300 through 500 (Schematic Design, Preliminary Design, and Final Design); Construction Administration phases (600 and 700) are not required.
The project involves design of an approximately 3,500-foot semi-improved assault landing strip with 300-foot runoffs on each end, sized to accommodate C-130 and C-17 operations. The design must include four submittals at 35%, 65%, 100% pre-final, and 100% final stages; geotechnical investigation and testing; comprehensive topographical survey; detailed cost estimates at each phase; construction drawings and specifications; and a Stormwater Pollution Prevention Plan per Michigan Department of Environment, Great Lakes, and Energy standards. Cost estimates must follow AF Form 3052 and incorporate Davis-Bacon wage rates for Alpena County. The target construction cost is $2,400,000 with a Maximum Construction Cost of $3,000,000; the Base Bid must not exceed $2,600,000, with Additive Bid Items available to the MCC ceiling.
DTMB has budgeted $3,000,000 for construction. Proposals will be evaluated 80% on technical qualifications and 20% on cost. Prospective firms must be Michigan-licensed architects or engineers, demonstrate experience on similar airfield projects, and complete Entry Access List forms (due seven days before the site visit). Compensation uses billable hourly rates for professional staff, with mark-ups on sub-consultant fees not to exceed five percent and reimbursable expenses limited to printing, soil borings, site surveys, laboratory testing, and travel over 100 miles one-way. Contract award is anticipated in September 2026; design runs October 2026 through June 2027. Written questions are due July 9, 2026, at 2:00 p.m. Eastern Time. All contractor and subcontractor personnel require installation access credentials and background checks; controlled substances, including marijuana, are prohibited on the installation.
