PROJECT TDVG242013

CONSTRUCT SEMI-IMPROVED ASSAULT STRIP

27 APRIL 2026

1. GENERAL: The Architect-Engineer (A-E) shall provide all personnel, materials, equipment, and supervision necessary to design, prepare construction documents, estimate costs, and develop all deliverables required to construct a semi-improved assault strip (Landing Zone) at the Alpena Combat Readiness Training Center (CRTC) in Alpena, Michigan. Deliverables shall include, but are not limited to, construction drawings, specifications, and a detailed cost estimate. The design, cost estimates, scope of work, and engineering calculations must conform to sound engineering practices and all applicable federal, state, and local codes and standards. The intent is to design and develop a comprehensive solution to construct a semi-improved assault strip to expand training capabilities at the Alpena CRTC, thereby enhancing mission readiness.

2. SCOPE: The A-E shall provide comprehensive design services to construct a semi-improved assault strip at the Alpena CRTC to enhance personnel training and mission readiness. Primary tasks shall include:

• Site Investigation: Perform topographic surveys, utility locates, and a geotechnical investigation (soil borings/analysis) to determine subsurface suitability and pavement design requirements.

• Design Standards: All designs must conform to UFC 3-260-01 (Airfield and Heliport Planning and Design) and all applicable Department of War (DoW) and Air Force criteria for semi-improved assault strips.

• Airfield Integration: Prioritize site development within the approach zones of Runway 19 and Runway 25, ensuring zero interference with existing Navigational Aids (NAVAIDs), Obstacle Free Zones (OFZ), or airfield clear zones.

• Stakeholder Coordination: The A-E shall coordinate with Alpena CRTC personnel to finalize functional requirements, ensuring the strip is designed to support the C-130 and C-17 mission aircraft.

• Environmental Compliance: The A-E shall coordinate all site activities with the Alpena CRTC Base Environmental Coordinator (BEC). The A-E shall prepare a Stormwater Pollution Prevention Plan (SWPPP) in accordance with Michigan Department of Environment, Great Lakes, and Energy (EGLE) standards. The A-E shall provide technical descriptions of the proposed action to support the Government’s completion of the AF Form 813 (NEPA Request)

Project scope includes: The primary intent of this project is to develop A-E designed construction plans and specifications to construct the semi-improved assault strip.

Specific tasks include, but are not limited to:

• Evaluate the existing drop zone and terrain to identify the best course of action for constructing the semi-improved assault strip.

• Design an executable construction solution that provides the CRTC a complete and usable semi-improved assault strip training aid.

• Intent is to construct an assault strip in the drop zone area with proper drainage, a compacted subbase, and an aggregate surface course.

• Ensure compliance with all applicable UFCs and AFIs.

• Target construction repair cost is $2,400,000. MCC is $3,000,000.

Design services that should be included in your proposal:

The A-E’s proposal shall include, at a minimum, the following design services and deliverable phases:

• Site Investigation: Comprehensive surveying and geotechnical site investigation.

• Design Submittal Phases: One complete design submittal package (Drawings, Specifications, and Design Analysis) for each of the following phases:

• Phase 300 (35% Design Submittal)

• Phase 400 (65% Design Submittal)

• Phase 500 (100% Pre-Final Design Submittal)

• Phase 500 (100% Final / Ready-to-Advertise Design Submittal)

• All design submittals must incorporate and meet the requirements of ANGETL 24- 02, ANG Design Objectives and Procedures

• Cost Estimates: An updated detailed cost estimate must accompany each submittal phase.

• Bid Documents: Complete bid documents, technical specifications, and bid advertisement forms (provided at the 100% phase).

• Bidding Support: Technical support during the solicitation phase, including answering Requests for Information (RFIs) and issuing design clarifications/amendments.

Performance-Based Design Approach: While the deliverable phases and regulatory requirements listed above are mandatory, the technical approach to the site layout and pavement design is performance-based. The A-E is heavily encouraged to evaluate the project site independently and propose innovative, cost-effective engineering solutions to achieve the fundamental operational requirements of the assault strip.

These suggestions are not intended to be directive but to give the A-E an idea of what the owner is anticipating regarding the approach to the project. The A-E is at liberty and is encouraged to evaluate the project and develop independent solutions to the fundamental problem set.

3. CURRENT CONDITIONS: The Alpena CRTC currently lacks a dedicated semi-improved assault strip. This capability gap prevents deploying aircrews and ground personnel from conducting the essential austere-environment and short-field training required to meet deployment certifications. The existing drop zone consists of unimproved terrain that lacks the necessary subbase, grading, and drainage to safely support tactical aircraft landings.

Consequently, units cannot meet specific training requirements at this installation, limiting the CRTC's ability to provide full-spectrum mission readiness training.

4. COST ESTIMATE: At each stage of design, the A-E shall submit an estimate of the probable cost to construct the project. This estimate shall follow the formatting of the AF Form 3052. Contingencies shall not be included. Labor rates shall be estimated to consider the rates from the Davis-Bacon wage rate decision for Alpena County. The A/E shall carefully consider the project’s target repair cost of $2,400,000 and Maximum Construction Cost (MCC) of $3,000,000.00 when making design decisions.

If at any design phase the estimated cost exceeds the MCC of $3,000,000, the A-E shall immediately notify the Contracting Officer and propose design modifications or value engineering solutions to bring the project back within budget. To ensure the project can be awarded within available funds, the A-E shall structure the final design and bid schedule with a "Base Bid" (meeting the minimum operational requirements within the $2,600,000 target) and separate "Additive Bid Items" (e.g., additional runway length, enhanced subbase, or the campus pedestrian pathways) up to the MCC. If the final design exceeds the MCC without prior government approval, the A-E may be required to redesign the project to meet the budget at no additional cost to the Government.

5. Anti-Terrorism & Operations Security: The contractor shall comply with all applicable installation/facility access and local security policies and procedures, which may be obtained from the Contracting Officer’s Representative (COR). The contractor shall also provide all information required for background checks to meet installation access requirements to be accomplished by the local installation’s Security Forces, Director of Emergency Services or local Security Office. The contractor shall ensure compliance with all personal identity verification requirements as directed by DoD, HAF and/or local policy.

Should the Force Protection Condition (FPCON) change, the Government may require changes in contractor security matters or processes.

The AE and all associated sub-contractors employees shall comply with adjudication standards and procedures using the National Crime Information Center Interstate Identification Index (NCIC-III) and Terrorist Screening Database (TSDB) (AFI 31-101 and DODI 2000.16, vol 1/AFI 10-245), applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative), or, at OCONUS locations, in accordance with status of forces agreements and other theater regulations.

All A-E employees, to include subcontractor employees, requiring access to Government Installations, Facilities and Controlled Access areas shall complete AT Level I awareness training. AT Level I Awareness Training will be conducted when personnel report to Pass and ID to receive their base access credentials. Personnel will sign the awareness and a copy will be maintained with the Contractor EAL. The contractor is responsible for contacting and coordinating Contractor EAL’s directly with Pass and ID. Please contact Meghan Carriveau at (989) 354-6245 or e-mail meghan.carriveau.ctr@us.af.mil.

6. CONTROLLED SUBSTANCES: The use and possession of controlled substances to include marijuana (medicinal or recreational use) on the installation is in violation of Title 10 U.S. Code 912a. Art 112a. Contractors are notified this policy is strictly enforced and violators will be denied entry. Personnel caught on the installation can be prosecuted.
