About this opportunity
The State of Michigan Department of Technology, Management and Budget (DTMB) is procuring roofing repair and restoration services for Building 125 (Collins Center) at the Alpena Combat Readiness Training Center (CRTC) through a sealed bid Invitation for Bid (IFB). The project scope encompasses repair and replacement of the west side roof, edge metals, flashings, soffits, and replacement of north and south large gable louvers, representing 100 percent of the roof work requirements as detailed in comprehensive architectural and engineering drawings. The contract duration is 90 calendar days from the Notice-to-Proceed, with liquidated damages assessed at $250 per calendar day for delays beyond substantial completion. Qualified bidders must demonstrate experience with similar roofing projects and possess appropriate contractor licensing; post-bid submittals from the apparent low bidder must include experience modification rating, proposed project superintendent information, and documentation of at least three similar completed projects. A mandatory pre-bid walk-through inspection is scheduled for May 11, 2026, at 10:00 a.m. ET at the project site, with sealed bids due electronically through the SIGMA VSS website by June 3, 2026, at 2:00 p.m. ET. Technical questions must be submitted to Tim Miller at TMILLER@SIDOCKGROUP.COM no later than 5:00 p.m. ET on May 25, 2026. The base bid includes three cash allowances: Allowance #1 for 20 percent roof insulation replacement (1,800 square feet); Allowance #2 for 10 percent metal deck replacement (900 square feet); and Allowance #3 for $10,000 for gable end wood sheathing replacement, with an additional alternate addressing metal trim and fascia flashing removal and replacement at the drive-through canopy.
Contractors bidding on this federally funded project must comply with Davis-Bacon prevailing wage requirements and register with the federal System for Award Management (SAM) prior to contract execution, maintaining a valid Unique Entity Identifier (UEI). Michigan-based business certification is required for bids exceeding $100,000. Service-Disabled Veteran-Owned Businesses (SDVOBs) are eligible for a 10 percent pricing preference under Michigan Public Act 91 of 2005, provided qualifying documentation is submitted with the bid response. All contractors must comply with security regulations at the military installation, including criminal history background checks and submission of a completed Entry Access List (EAL) form to Security Forces at least ten working days prior to work commencement; failure to meet this requirement may result in denial or delay of installation access. Additional mandatory compliance requirements include soil erosion and sedimentation control measures, hazardous material identification, construction waste management and recycling plans, and asbestos abatement procedures for the pre-1980 building structure. A five percent bid guarantee and performance and payment bonds are required for all bids exceeding $50,000. Specific budget information is not disclosed in the procurement documents, with costs to be determined through competitive bidding; however, the base bid includes three specified cash allowances totaling at least $13,600 in identified work components.
