About this opportunity

This Request for Proposals (RFP) is issued by the Michigan Department of Technology, Management and Budget on behalf of the Department of Military and Veterans Affairs for professional architectural and engineering services related to the renovation of the Shiawassee Armory located at 675 Corunna Avenue in Corunna, Michigan. The procurement encompasses Phases 300 through 700, including Schematic Design, Preliminary Design, Final Design, and Construction Administration (both office and field services). The scope of work includes reconfiguring locker rooms and gang showers, constructing a SIPR room with security specifications, installing new exterior doors and concrete walkways, expanding the rear military parking area by approximately 12,500 square feet with drainage and fencing, repairing site drainage systems and sinkholes, repairing entrance sidewalks, and upgrading classroom technology with new 70-inch monitors and computer connections. Deliverables required include design phases at 10, 35, 60, 95, and 100 percent completion intervals with plans, specifications, cost estimates, supporting design data, as-built record drawings in both electronic and hard copy formats, and commissioning activities including operations and maintenance manuals and operator training consisting of four eight-hour sessions. The selected firm must hold a valid Michigan license, attend all project-related meetings, conduct field inspections, perform shop drawing reviews, manage construction testing programs, and complete the design by June 2023 to meet a bidding date to be determined. Evaluation will be weighted 80 percent for technical proposals and 20 percent for cost proposals based on billable hourly rates by position and classification with estimated hours per phase. A mandatory pre-proposal conference was held on August 18, 2022, at 9:00 a.m. Eastern time via Microsoft Teams with an optional on-site walk-through at 10:00 a.m., proposals were due by September 1, 2022, at 2:00 p.m. Eastern time, and written questions were required to be submitted by August 25, 2022, at 2:00 p.m. Eastern time.

The procurement documents require submission of a signed Certification of Michigan Based Business and Responsibility Certification form, though no specific set-asides for disadvantaged enterprises are identified in the solicitation materials. The selected professional services consultant will be compensated on a not-to-exceed fee arrangement with hourly billing rates for each employee providing direct service to the project, with authorized reimbursable expenses including consultant services, site surveys, geotechnical testing, travel for projects exceeding 100 miles from the firm's office, and construction testing consultant fees at direct cost plus a markup not exceeding 5 percent. Sub-consultant fees are permitted with markups not to exceed 5 percent, and the firm must maintain comprehensive insurance including Commercial General Liability of $1,000,000 per occurrence and $2,000,000 aggregate, Professional Liability/Errors and Omissions of $1,000,000 per occurrence and $2,000,000 annual aggregate, and Automobile Liability of $1,000,000 per accident. The project construction funding limit is established at $1.2 million, with design services expected to be executed accordingly. The project must comply with NGB 415-5 standards, ASHRAE 90.1-1999 energy conservation standards, and applicable state and federal codes including physical security regulations per MIARNG Regulation 190-11 and AR 190-11, with all design deliverables requiring coordination with DMVA-CFMO for reviews of code compliance, safety, environmental standards, and force protection requirements.
