About this opportunity
The Michigan Department of Technology, Management and Budget (DTMB), State Facilities Administration solicits competitive sealed bids for the renovation of Building 3 at Camp Grayling in Grayling, Michigan, located in Crawford County (DMVA File No. 26B1520017, File No. 511/20058.CAK). The project encompasses comprehensive renovation of approximately 6,000 square feet of the existing armory facility, including expansion of toilet rooms, showers, and lockers; conversion of remaining space to personal equipment storage and chair storage; complete roof replacement with tapered saddles and crickets to direct water flow to all roof drains; installation of new HVAC systems throughout the building including rooftop units and energy recovery equipment; selective demolition and masonry repair; new gypsum board partitions and acoustic ceiling tiles; installation of doors, hardware, and finishes; comprehensive plumbing and electrical systems; LED lighting with control capabilities; voice and data communication systems with Category 6E cabling; and a new fire alarm system utilizing analog-addressable design compliant with NFPA 72. The fire alarm system must integrate with the existing Camp Grayling 'Fireworks' system and include a Fire Alarm Control Panel, system smoke detection, manual fire alarm boxes, addressable interface devices, digital alarm communicator transmitters, and audible and visual notification appliances. All cabling must be tested in accordance with TIA/EIA-568-B2.1 standards with results submitted in MS Excel format, and fire alarm system shop drawings must be prepared by NICET Level III certified personnel. The contractor must maintain 50 percent Michigan residency for employees and utilize Michigan-made products wherever price, quality, and performance are equal or better. The project is classified under multiple NIGP codes including Building Construction; Asbestos Removal; Lead Abatement; Remodeling and Alterations; HVAC; and Roofing and Siding. A mandatory pre-bid conference was held on June 14, 2023 at noon local time at the project site with a Microsoft Teams remote option; questions regarding the project were due by July 12, 2023 at 2:00 p.m. Eastern time; and sealed bids were due electronically through the SIGMA VSS website by July 12, 2023 at 2:00 p.m. Eastern time. Contract time for substantial completion is 365 calendar days following the pre-construction meeting, with final completion required within 395 calendar days. Liquidated damages of $1,000 per calendar day apply for failure to achieve substantial completion.
Bidders must submit five percent (5%) bid security in the form of a certified or cashier's check, money order, or bid bond, and performance and payment bonds are required for contracts exceeding $50,000. The contract will be awarded on a best-value basis considering price and qualitative factors including technical approach, personnel qualifications, and management plans. All bidders were required to acknowledge receipt of two addenda issued on June 28, 2023 and July 10, 2023, with failure to acknowledge resulting in potential bid rejection. The project includes a provisionary allowance of $100,000 for uncertain work scope. The contractor must comply with Michigan prevailing wage requirements and maintain commercial general liability insurance coverage of $2,000,000. The contract includes comprehensive quality assurance requirements with extensive testing, commissioning, and training obligations, including demonstration and training for the owner's maintenance personnel prior to project closeout and provision of spare materials including 10 percent spare smoke detectors, 10 percent spare lamps for strobe units, and 2 percent spare detector bases. No specific budget range or award value is explicitly stated in the contract documents, though the scale of work, 365-day timeline, and comprehensive scope suggest a substantial construction contract. Bidders experiencing submission issues may contact the SIGMA Help Desk at 517.284.0540 or 888.734.9749, and questions should be directed to Theresa Scherwitz, Project Architect at G.H. Forbes Associates Architects, at tscherwitz@ghfaa.com or 248-542-7866.
