About this opportunity
Wernersville State Hospital, a Commonwealth of Pennsylvania Department of Human Services facility in Berks County, is soliciting local purchase proposals for poultry, fish, and meat proteins for delivery January 1 through March 31, 2027, with proposals due November 16, 2026. Suppliers must propose from each commodity item's list of acceptable brands and product codes, which the specifications provide as a pre-approved vendor list.
The poultry specification covers 28 items, including chicken cuts, whole and halved young turkeys, turkey breast preparations, turkey burgers, bacon, ham, bologna, and salami, poultry frankfurters, diced and pulled poultry, fully cooked breaded chicken products, and ground turkey. The fish specification covers eleven items, including fish loins, portions, sticks, fish-in-batter, seafood patties, nuggets, chowder pieces, imitation crabmeat, and baby salad shrimp, in cod, haddock, or pollock. The meat specification covers fresh beef, veal, pork, lamb, cured and smoked products, edible by-products, and sausage under USDA Institutional Meat Purchase Series standards. Quality terms require USDA Grade A standards where applicable, prohibit comminuted meats for certain items, and restrict additives, extenders, and binders. Successful bidders for certain chilled products must provide production dates and shelf-life information to the facility's Director of Dietetic Services. The agency may adjust delivery quantities with 15 days' notice, and non-compliant deliveries will be rejected.
Pricing is determined by each facility from submitted unit prices and total required quantities. Bidders must complete the BOP-2201 Worker Protection and Investment Certification under Executive Order 2021-06, which covers Pennsylvania's Unemployment Compensation and Workers' Compensation laws and thirteen state labor laws. False certification results in contract termination and three-year ineligibility to bid on Commonwealth contracts under 62 Pa.C.S. 531. The certifying official must report any change in compliance status immediately. A Reciprocal Limitations Act requirements document is also attached to the opportunity.
