About this opportunity

The Pennsylvania Office of Mental Health and Substance Abuse Services (OMHSAS) is soliciting bids for meat products for the CSSH program for January through March 2027 under solicitation 5011-OMHSAS-CSSH, with responses due November 13, 2026. Executive Order 2010-03 directs Commonwealth agencies to prioritize Pennsylvania-produced agricultural products when available at competitive prices and to solicit quotes from responsive Pennsylvania vendors when identified.

The poultry specification covers 26 line items, including fresh and frozen chicken parts, whole and halved young turkeys, turkey breast, roasts, burgers, bacon, and ham, poultry frankfurters, breaded patties and nuggets, and marinated grilled chicken breast fillets. Products must meet USDA grading, packaging, and ingredient restrictions, including prohibitions on comminuted meat in certain items and limits on MSG and additives. Products must be delivered chilled or frozen as specified, and certain items require production dates and "use by" or "sell by" dates. The poultry specification names acceptable brand codes from suppliers including Tyson, Perdue, Pilgrim's Pride, Heeps, and ConAgra. Companion specifications cover meat (01-MEAT SPEC 10-21) and fish (06-FISHSPEC 2-16).

Bidders must submit Worker Protection and Investment Certification Form BOP-2201 under Executive Order 2021-06, executed by an authorized official certifying compliance with Pennsylvania's Unemployment Compensation and Workers' Compensation laws and applicable labor standards. Noncompliance can result in contract termination and three-year ineligibility to bid on Commonwealth contracts under 62 Pa.C.S. § 531. Bidders must also comply with the Reciprocal Limitations Act, and noncompliance can result in bid disqualification.

Pricing is per unit, primarily by the pound, with total cost calculated by multiplying unit price by ordered quantities. Individual facilities set quantities and delivery schedules as needed, and the agency may adjust delivery quantities with 15 days' notice. Place of performance is Lackawanna County, Pennsylvania (FIPS 42069).
