About this file
This is a Worker Protection and Investment Certification Form (BOP-2201) required by the Commonwealth of Pennsylvania under Executive Order 2021-06 for contractors and grantees engaged in the supply of meat products for the Third Quarter (January-March 2027) under contract 5011-OMHSAS-CSSH. The form establishes that all contractors must certify compliance with Pennsylvania's Unemployment Compensation Law, Workers' Compensation Law, and applicable state labor and workforce safety laws, including requirements related to workplace misclassification, child labor, minimum wage, prevailing wage, equal pay, and other employment standards. The certification must be executed by an authorized official of the contractor or grantee and submitted as part of the contract requirements.
The certification carries significant legal consequences for non-compliance, including potential contract termination and three-year ineligibility to bid on Commonwealth contracts under 62 Pa. C.S. § 531 for debarment or suspension. Contractors must report any changes in compliance status to the Purchasing Agency immediately, and false certifications are subject to penalties under 18 Pa. C.S. § 4904 for unsworn falsification to authorities. This requirement applies uniformly to all suppliers and does not establish any specific set-asides or special procurement categories for the meat products supply contract.
