About this opportunity

Wernersville State Hospital in Berks County, Pennsylvania is soliciting local-purchase food supply proposals for January 1 through March 31, 2027, under solicitation 5000-OMHSAS-WESH-Food 1-Jan-Mar 2027, with proposals due November 16, 2026. Eligibility turns on two mandatory filings: bidders must review and acknowledge the Reciprocal Limitations Act requirements before submitting proposals, and contractors must certify compliance on the BOP-2201 Worker Protection and Investment Certification issued under Executive Order 2021-06. False certification carries contract termination and three-year ineligibility to bid on Commonwealth contracts under 62 Pa. C.S. 531.

Four commodity specifications issued by the Commonwealth of Pennsylvania Department of Human Services define the scope. The cheese specification covers eleven types, including American, cheddar, mozzarella, Swiss, pizza blend, provolone, and Monterey Jack, with reduced-sodium or reduced-fat variants for several. The frozen fruit and vegetable specification lists 28 vegetable and eight fruit items at U.S. Grade A or U.S. Fancy, from the latest season's pack, in cases of 6 to 30 pounds or polybags, drawing on named brands such as Hanover, Simplot, Sysco, and Flav-R-Pak. The frozen juice specification covers seven unsweetened juices, six juice drinks, and frozen orange juice concentrate in 4-ounce cups, with acceptable brands limited to Ardmore Farms, Minute Maid, and Sun Cup. The dairy specification covers butter, margarine, vegetable oil spreads, cottage cheese, cream cheese, sour cream, yogurt, and dairy beverages. Only approved brands are acceptable, and bidders must identify the specific product and brand offered for each item. Dairy products must conform to Title 7 Pennsylvania Code Chapter 59 and FDA labeling under the Nutritional Labeling and Education Act of 1990. The dairy specification carries an October 2021 through November 2023 period label.

Deliveries must use clean refrigerated or freezer trucks, with chilled items held at no higher than 40°F and frozen items solidly frozen. The facility may increase or decrease estimated quantities and may cancel orders with 15 days' notice before scheduled delivery. The Commonwealth pays only for actual net weight or count determined at delivery, and vendors must report discrepancies on delivery slips. Vendors bear laboratory analysis costs when product fails specifications and must have no unpaid laboratory fees to be eligible for award. Frozen produce pricing uses unit prices and total costs.

The notice was posted October 22, 2026, and proposals are due November 16, 2026.
