About this opportunity

The Commonwealth of Pennsylvania, Department of Human Services, Office of Mental Health and Substance Abuse Services is soliciting bids for miscellaneous food products to supply facilities in Lackawanna County and Claysville Borough during October–December 2026, with bids due August 21, 2026.

The scope encompasses a comprehensive range of food items: baked goods (bagels, biscuits, croissants, Danish rolls, muffins, donuts, French toast, pancakes, waffles), frozen cakes and pies (including sugar-free varieties), prepared entrees (pasta, lasagna, pierogies, pizza products, stuffed peppers and cabbage, veal parmigiana), lean and healthy entrees, egg products, vegetarian options, milkshakes, and whipped toppings. All products must be USDA-inspected for meat and poultry; properly labeled with production dates and ingredient statements; and delivered with a minimum of 30 days remaining shelf life. Frozen items must arrive with no evidence of defrosting, refreezing, or freezer burn and must be transported in freezer trucks at appropriate temperatures. Bidders must identify specific brands and product codes; only pre-approved brands are acceptable unless samples are formally evaluated by the DPW Dietary Advisory Committee. Quantities are estimates subject to increase or decrease based on actual facility requirements.

Delivery must comply with specified dates and hours; non-compliance is grounds for rejection unless the Director of Dietetic Services approves an exception. The facility reserves the right to submit products for laboratory analysis at the vendor's expense if ingredient compliance is questioned. Final acceptance of frozen items may occur up to 15 business days after delivery pending thawed-product inspection. The facility is eligible to participate in the Federal Government Donated Commodity Program; items designated for this program must be bid both with and without government-donated commodities, with award based on lowest bid. Payment is rendered only for actual quantities accepted; vendors must identify any discrepancies in net weight or count at delivery.

Contractors must execute the Worker Protection and Investment Certification Form (BOP-2201) certifying compliance with Pennsylvania's Unemployment Compensation Law, Workers' Compensation Law, Construction Workplace Misclassification Act, Child Labor Act, Minimum Wage Act, Prevailing Wage Act, Equal Pay Law, Wage Payment and Collection Law, and Apprenticeship and Training Act. The Pennsylvania Reciprocal Limitations Act applies to supplier eligibility and geographic preferences.
