An additional 2% retainage (beyond standard 5%) will be held until the contractor submits an approved affirmative action plan to the Commission on Human Rights and Opportunities. Municipal sales, use, and service taxes are exempt and should not be included in proposals. Bids will be publicly opened and read aloud via online Zoom.
